| With the development of economy and society,the popularization of information technology and the acceleration of social change,people’s living environment and spiritual and cultural needs are also constantly changing.Different life concepts,cultural backgrounds and interest appeals lead to the increase of social contradictions at the grass-roots level and are difficult to mediate.Community,as the front position and the main field of the prevention of conflicts and disputes at the grass-roots level,undertakes the important responsibilities of extinguishing the fire,"fixing disputes and stopping disputes" and "settling disputes and litigation".Among them,the "village to residence" community conflicts are more obvious,the events are more complex,and the mediation is more difficult.The "village to residence" community in Chenggong District of Kunming city studied in this paper is a special and transitional community type presented in the process of promoting the construction of modern city.Compared with urban communities and rural communities,their special geographical location and complex population composition make the conflicts and disputes of the "village to residence" community in Chenggong District of Kunming city have the highest proportion,the most obvious characteristics and the most sharp interest conflicts.Therefore,the study of the internal logic of the community conflicts and disputes from "village to residence" in Chenggong District of Kunming city has a high research value and an important modern significance for improving the grass-roots governance ability and governance level.First of all,through the sorting of existing documents,the theories related to the resolution of conflicts and disputes are sought,so as to provide a solid theoretical basis for the resolution of conflicts and disputes from "village to residence" in Chenggong District,such as "seamless government theory","new public service theory" and "governance theory".Second,based on field research and in-depth interview,the chenggong district "village in" disputes diversified qualitative research,on the basis of existing data,combined with the academic of "village in" community,"disputes" research and chenggong district "village in" community disputes diversified governance experience,for chenggong district "village in" community disputes diversified problems in the targeted countermeasures.After in-depth study of "village to residence" in Chenggong District,it is found that the problems exist in the lack of ability of resolving personnel,insufficient use of resolving skills,low efficiency of mediation agreement,low performance rate,excessive tasks and scattered efforts;low treatment and enthusiasm to be improved.The causes of the above problems include:insufficient resource guarantee,unclear authority of territorial management,difficult information sharing,weak foundation of social governance,and insufficient professional guidance and training for mediators,etc.Therefore,in order to ensure the realization of the goal of resolving multiple conflicts and disputes in the "village to residence" communities in Chenggong District,it is necessary to make up for the resource gap,power and responsibility gap,information gap,skill gap and governance gap in the development process.Combined with chenggong district "village in" community disputes diversified understanding and the concept of "work sharing" thinking,put forward the build work sharing under the pattern of "village in" community disputes implementation path of multiple solution,in order to realize the "village in" community disputes diversified solution of long-term governance,to realize social harmony and stability. |
