| The "Village to Residence" community,which is the condensing point of many urban-rural governance concerns,is not only a crucial component unit of the urbanrural combination but also a distinct and modest core governance object in the urbanization process.Because of their high governance complexity,managing the "Village to Residence" communities is particularly urgent and required.To get out of the governance conundrum and increase governance effectiveness,interactive governance theory,which emphasizes the interaction of many actors to achieve goals,may be introduced.Besides,the "Village to Residence" communities still include a significant amount of original social capital,which is essential and important to the interactions between various governance players in community government.As a result,this paper develops an analytical framework for the interactive governance of many issues in "Village to Residence" communities on the basis of social capital theory and interactive governance theory.Based on this,this paper uses a single-case study methodology to investigate the governance practices of the S community in Huzhou City and to explain how multiple members of the "Village to Residence" community interact to solve problems and provide effective governance.This paper concludes from the empirical investigation that the government,market,and society can interact positively in the governance of the "Village to Residence" community.As a "meta-governor",the government actively directs platform development and interactive management,fosters cross-border interaction between social and market forces,and plays a significant role in party formation and public support on the one hand.The four aspects of resource allocation,competitive incentives,technology supply,and benefit connection are where market participants demonstrate their value.The market mechanism,which serves as a "communicator" between governmental and social subjects and has advantages of its own,plays a special role in understanding demand.Based on their own social capital,social agents play a significant role in service provision by adopting the role of "provider",embodying the power of social mechanisms in four aspects: trust building,organization and mobilization,voluntary service,supervision and feedback.This paper argues that the cooperative interaction of various subjects in "Village to Residence" communities also contributes to the overlapping of various identities,the integration of various mechanisms,and the coupling of various interests,which encourages the innovation of grassroots social governance and improves the general efficacy of social governance. |
