In the past 41 years of reform and opening up,China has experienced rapid urbanization while achieving rapid economic growth.With the rapid advancement of new urbanization,a large number of traditional rural communities have changed to modern urban communities,and “village-to-residence” communities have appeared widely.In the 1990 s,during the exploration period of “village-to-residence” in the whole country,Shanghai put forward the urbanization development concept of “concentration of population to urban concentration,concentration of industry to park,and concentration of land to scale operation”.Under the guidance of overall planning of urban and rural development strategy,“village-to-residence” community appeared earlier in Shanghai.These communities are different from traditional rural villages and urban communities,they are a new form of community with transition between the two.They exist in the combination of urban and rural areas,and have the characteristics of a typical dual structure in politics,economy,society and many other elements.The governance of “village-to-residence”communities is more complicated and difficult than that of general urban communities and traditional rural communities.It is particularly urgent to focus on solving the governance problems faced by “village-to-residence” communities and seeking a development path suits for “village-to-residence” community governance.This paper takes the largest “village-to-residence” community H in Shanghai as an example.By conducting an empirical survey,this paper analyzes the governance basis faced by large community H after the “village-to-residence” and the governance effectiveness achieved so far,analyze the fragmentation problem of community H in governance.Combined with the holistic governance integration model proposed by perry hicks,the reasons behind governance problems are explored from the perspectives of governance level,governance function,public and private sectors and governance resources.Accordingly,this paper puts forward the corresponding countermeasures to construct the path of holistic governance of “village-to-residence” community.The governance problems faced by the “village-to-residence” communities in Shanghai are mainly reflected in the following aspects: the village committees still retain and the newly established community neighborhood committee autonomy status and so on.And the reason behind the problem can be analyzed through the integrated model of holistic governance: at the level of governance,the powers and responsibilities between different levels of government are not unified,the local governments at the same level lack coordination in policy and other resource allocation and so on;regarding the governance function,the responsibilities of the village committee and the neighborhood committee have not yet been clarified,and it is difficult for the grassroots organizations to fully play their functions,different departments have overlapping functions and so on;in the public and private sectors,the specialized management and market operation of property companies are insufficient,non-profit organizations are deeply influenced by administrative power and so on;In terms of information resources,the function of information resources of serving community governance is insufficient.Based on this,this paper puts forward the countermeasures to solve the problems of “village-to-residence” community governance from the perspectives of governance concept and goal,organization system,governance mode,community participation and resource,and build a holistic governance path for the “village-to-residence” community.
