The Performance Evaluation Of Dongping Lake Resettlement Policy

The Dongping Lake immigrants shelter and relief project is a contemporary and beneficial project for people's livelihood.It is a good job of evaluating the performance of resettlement policies and using the performance evaluation of resettlement policies to provide data reference and data for the development of resettlement work in Dongping Lake.Support is the key to ensuring the smooth and effective development of the Dongping Lake immigration safe-haven project.In view of this,this paper uses the literature data method,questionnaire survey method,in-depth interview method and mathematical statistics method to study the performance evaluation of Dongping Lake resettlement policy.The research mainly completed the following work:(1)The policy performance evaluation system of resettlement in Dongping Lake was constructed.According to the actual situation of resettlement in Dongping Lake,the Delphi method was used to select three first-level indicators,including the implementation of policies,living conditions of migrants,subjective feelings of migrants,and 18 second-level indicators,including compensation for monetary resettlement,provision of productive loans,changes in housing conditions and changes in the number of cultivated land.By using the analytic hierarchy process,the weights of three first-level indicators and 18 second-level indicators,such as the implementation of policies,the living conditions of migrants and the subjective feelings of migrants,are determined respectively,and the performance evaluation system of the resettlement policy of Dongping Lake is constructed concretely.(2)The final score of performance evaluation of Dongping Lake resettlement policy is75.94,and the evaluation grade is good.This shows that the overall effect of the resettlement policy of Dongping Lake is relatively ideal,and the expected goal has been better achieved.The results of the evaluation are analyzed from three first-level indicators: 1)the level of policy implementation.The implementation of the resettlement compensation policy is relatively in place.The achievement of the objectives of both land resettlement compensation policy and monetary resettlement compensation policy is 100%.However,the development of employment training activities and the provision of productive loans for migrants are not ideal,and the achievement of the objectives is only 73.2% and 25%.2)The living conditions of immigrants.The implementation of the resettlement policy has greatly improved the living conditions and living standards of the migrants as a whole.The targets of housing conditions,water and electricity conditions,transportation and communication conditions,educationaland medical conditions and per capita income of the migrants are all over 70%,which shows that the policy has a significant effect on improving the living conditions of the migrants.But at the same time,it is found that the satisfaction of immigrants with the change of consumption level is not satisfactory,and the goal realization degree is only 62.3%.3)Subjective perception of immigrants.The satisfaction degree of the immigrants to the compensation policy and the implementation of the policy are relatively low,and the achievement degree of the goal is only 58.3% and 59.6%,respectively.The subjective feeling is general.(3)In the follow-up work,we should pay more attention to strengthening the support to the immigrants,paying attention to the psychological guidance of the immigrants,improving the transparency of the resettlement work,improving the work style of grass-roots cadres and resettlement workers,and constructing the system of participation and supervision of immigration representatives.
