Research On The Practice Path Of Rural Revitalization In County

With the evolvement of the principal contradiction facing Chinese society,based on the significance and urgency of rural development,the 19th National Congress of the Communist Party of China proposed a rural revitalization and development strategy.As the Party’s original exploration in rural areas,the rural revitalization strategy has enriched the theory of rural development and has become the focus of Marxist theories.Since the proposal of rural revitalization,academic researches toward its practice path have primarily concentrated on provincial and municipal cases or on the level of town while less attention has been paid to cases at the county level.However,the county government,as the designer and executor of local rural revitalization program,is of significant value.Therefore,this thesis,selecting County Jiangle as a research target,endeavors to anatomize the rural revitalization path in county and to summarize the universally applied rural revitalization experience accordingly.This thesis initially sorts out the practical exploration of the Chinese Communist Party’s rural construction since the founding of the People’s Republic of China.Clarifying that the rural revitalization strategy is the inheritance and further development of the previous rural policies can promote the understanding this proposal.Meanwhile,in order to clarify certain conceptions toward the evolvement of rural revitalization,it analyzes such problems as Instinct urban ideas in constructing rural areas",incomplete perception toward policies",and "deficiency of characteristics in local revitalization" which exist in the practice of rural revitalization at the county level.Secondly,I select County Jiangle as the focus of the case study and point out that it has three major foundations for revitalization,namely economy,ecology as well as culture.Nevertheless,there some factors against the revitalization including geographic barriers,weak industries,cultural decline,and aggravated hollowness,which universally exist in most rural areas.Therefore,the research on the practice path of Jiangle County is of great value.This thesis,instructed by the analysis of cases,draws the following conclusions toward rural revitalization at the county level.County Jiangle,originated from its real condition,needs five types of impetus,namely,the development of ecological economy,the discovery of local talents,the promotion of advanced rural customs,the improvement of living environment,and the consolidation of the Party’s leadership in the countryside.It has gotten rid of the generally existed problems in rural revitalization to a great extent by strengthening the leading power of county organizations and firmly sticking to the revitalization concepts which range from fitting local conditions,putting people at the center and joint development in rural areas.Besides,in order to promote the mutual development and overall revitalization of villages,the key role of the county-level government should be played and consolidated from three aspects including the design of system,the formation of organizations,as well as its supervision and implementation.
