Interdepartmental Collaboration Of Local Emergency Management

The 19th National Congress of the Communist Party of China(CPC)proposed that the modernization of China’s governance system and capacity should be basically achieved by 2035,and emergency management is an important part of the modernization of China’s governance capacity and governance system.In the face of the complex situation with all kinds of risks and challenges rising obviously.The contemporary government is facing the major issue on how to conduct emergency management from all fields and in an all-round way.But the current emergency management theory cannot be well applied to the requirements of strengthening emergency management collaboration.The emergency management inter-departmental collaboration between government departments and social network connection can be concluded through the social network to analyze the paper,by setting the connection matrix among the meeting organizationjoint inspection and file system.The text is also based on the interagency collaboration of Emergency Management Bureau in G as well as collecting the second half of 2020 articles as the firsthand data.With the analysis of participant structure,dynamic mechanism,system platform and collaboration form to analyze the flood control in G,the current situation of inter-departmental collaboration in local emergency management is obtained by constructing the theoretical framework of inter-departmental collaborative governance.This paper argues that the local emergency management inter-departmental collaboration has the characteristics of agenda’s increasing standard,longitudinal authority to promote horizontal collaboration and collaboration focusing on the specific transaction processing.The coordination also brings some problems,administration limitation,casual setting of institution,coordination agencies of the force limited optional,horizontal collaboration,cooperation tendency obvious,joint inspection,the effect of emergency exercise.The paper analyzes the causes and puts forward corresponding suggestions from the aspects of top-level design,bureaucratic system and emergency cognition.lt is rarely involved in previous studies that the collaboration is taken basing on the inter-departmental collaboration of emergency management under the county govenment,which provides a new perspective for the inter-departmental collaboration of local government emergency management in some degree.
