Emergency Management Mechanism Research Of Unexpected Incident At Guangzhou Port Based On Collaborative Governance Perspective

In recent years,with the construction of Guangzhou international shipping hub,Guangzhou port has achieved rapid development,and the cargo and container throughput both rank in the forefront among domestic and international ports.Guangzhou port has boosted the process of the economic and social development of Guangzhou and the Pearl River Delta region.At the same time,Guangzhou port is also faced with various severe challenges,such as the increasingly large-scale ships,the obvious increase of the traffic density in the waters of public channels,the raise of the volume of dangerous goods,and also the occurrence of false reporting and concealment of dangerous goods.Once an emergency occurs in the port area,it will pose a huge threat to the safety of people's lives and property and the stable development of economy and society.Under the current port management institutional system,the emergency management and disposal involves Customs,Border Inspection,Port Affair Office,Maritime Safety Administration,Port Authority,Public Security,Fire Control and other related departments.At present,each department often works on its own,thus the communication and cooperation between departments is insufficient,and information is difficult to be shared.The problem comes from the fragment sectors,unclear division of responsibilities,poor coordination,and the imperfect emergency management system,which consequently leads to multi-governance,buck passing and low efficiency.Giving full play to the synergy effect of departments,in order to establish a comprehensive and integrated emergency management mode,and form an emergency management work pattern of joint governance is a vital issue in the current development process of Guangzhou port.From the collaborative governance perspective,the paper combines with the public crisis management theory and other related theories,to analyze the main effects,problems and causes behind the problems of the port emergency management in depth with the method of content analysis,comparative research,case analysis and interview.Meanwhile,bench-marking the specific practice of advanced ports at home and abroad upon dealing with the port emergencies,it summarizes the experience and enlightenment of improving the emergency management mechanism of Guangzhou port,thus to promote the establishment of a comprehensive integrated emergency management mode.Based on the collaborative governance theory,the paper proposes the countermeasures to further improve the emergency management mechanism of Guangzhou port after analyzing the current situation of theoperation of the emergency management system,the crucial problems and causes,the experience and enlightenment of domestic and foreign advanced ports in response to port emergencies management.
