Research On The De-administrative Reform Of Qualification Management Under The Background Of "decentralization, Management And Service"

Qualification refers to the certificate,license and approval issued by the government or social organization according to the application in order to prove the management qualification,working ability and service level of market subjects or individual operators.In China,qualification was originally a part of the administrative examination and approval system.After a long period of reform and development,it has been gradually dissimilated into invisible administrative procedures for examination and approval.There are two types of qualification matters: one is access,including industry access and vocational access;the other is level evaluation,mainly to prove the professional level of practitioners or professional ability to engage in related work.Based on the case study of qualification deadministration reform in Suqian Municipality,this paper discusses the issues related to qualification and tries to answer the following questions on the basis of summarizing the experience of it:how does qualification affect and restrict new business start-ups and employment?Under the background of the reforms to streamline administration and delegate power,improve regulation,and upgrade services,what are the experiences and lessons to be learned and what can be learned from it? Under the premise of highly developed marketization,how to deepen the reform of qualification deadministration?This paper studies the regulatory attribute of qualification as a non administrative examination and approval item,and comprehensively uses the theory of public interest,the theory of regulatory capture and the new public management theory to discuss the effectiveness and limitations of Suqian's qualification deadministration reform in terms of “power reduction,profit removal and marketization”.On the one hand,Suqian's reform conforms to the direction of the reforms to streamline administration,delegate powers,and improve regulation and services,and has achieved exploratory results;on the other hand,it is restricted and plagued by problems such as information asymmetry,departmental interests and inadequate market development.On the basis of summarizing Suqian's experience and learning from foreign countries,this paper puts forward countermeasures and suggestions for the future reform from three dimensions: deepening the reform of qualification deadministration,strengthening the management of qualification,and building the framework of national qualification.
