According to the Constitution of Japan, the Cabinet owns the exclusive diplomatic power. However, in the context of interdependence and globalization, forgein affairs have much more impact on the life of citizens. In order to upgrade international influence of Japanese diplomacy, the importance of NGO/NPOs activities, as the"visible diplomatic activities", has been greatly improved.With relevant theories of global governance, civil society and constructivism in this article, first, the author will introduce and explain the concepts, the history, and the current status of the Japanese NGO/NPOs as well as its characteristics. Then the author will study the changes in Japan's foreign policy-making from"triangular column model"to"four prism model". The emphasis will be put on the ways of the Japanese NGO/NPO s'participation in Japan's foreign policy-making process from 3 levels of international, national and individual: envolvment in international institutions, establishment of partership with Ministry of Foreign Affairs of Japan, and implementation of public diplomacy. On this base, the author will try to explore the influnce Japan's NGO/NPOs bring about in many aspects of Japan's foreign policy making such as environment, interests, and views of policy makers.Learning from Japan, the author argues that China should establish and improve the institutions of NGOs'participation in China's foreign policy-making to play its positive role in China's diplomacy, and to achieve channel diversification of individuals'involvement in the international issues in the context of civil society.
