From Absence To Return

Children are the future of a country and nation,and the realization of children’s rights depends on the development of Child Welfare.In today’s world,governments generally attach importance to the development of children and Child Welfare,and play a major role in promoting the development of Child Welfare.Providing children with a variety of welfare and services has become a common choice for all countries.At present,the development of Child Welfare in our country lags behind the development of economy and society.As a result,children’s welfare needs have not been met,and children’s rights have been violated from time to time.This shows that our government has a lack of responsibility in the Child Welfare system.The government’s responsibility is required to further promote the development of Child Welfare.The article reviews the development of China’s Child Welfare system since the founding of the People’s Republic of China.After the founding of the People’s Republic of my country,the Child Welfare system based on national responsibilities was gradually established to basically meet the welfare needs of urban and rural children;however,with the beginning of Reform and Opening up,The original Child Welfare system dependent on the Planned Economic System gradually collapsed,and the Child Welfare system entered a period of reconstruction and transformation.In the process of promoting the development of children’s welfare,the government has played a certain role and achieved certain results: the coverage of providing children with basic livelihood security has been extended to all children in need,and many laws and policies have been promulgated,and children have been initially established.Welfare legal system,and new progress has been made in education,welfare and the provision of health and medical services,and a child protection system has gradually been established.But in general,the responsibility of providing Child Welfare is mainly concentrated on the family.The government’s role in providing Child Welfare is gradually getting smaller,and there is a problem of lack of responsibility in the development of Child Welfare.This is mainly reflected in: the fulfillment of the responsibility of the Chinese government concept is lagging,and the understanding of children and Child Welfare is insufficient;the legal protection is insufficient,and the special "Child Welfare Law" has not been established and promulgated;the system has loopholes and the coverage of welfare is limited;insufficient financial support hinders the improvement of welfare levels;The management system is not sound and lacks a unified management organization.Based on the experience of the governments of developed countries in promoting the development of Child Welfare systems,we try to make suggestions to make the government’s responsibility return: the government must reform the concept of responsibility performance,improve the Child Welfare system that combines inclusive and preferential benefits,and improve the management system optimize the financial support system and establish a welfare supervision and accountability system.
