The Research On The Determination Of Government Responsibility For China's Disabled Children's Rehabilitation Welfare-From Absence To Homing

Rehabilitation benefits is the most important and most fundamental of the disabled children's health benefits. As the guidance of China's social welfare, the government responsibility in ensuring equal access of vunerable groups to social welfare, social assistance and other social services is essential. So the Chinese government bears the most important responsibility of rehabilitation welfare of disabled children.I used standardized analysis and comparative analysis in this paper. Firstly I clarified the relevant concepts such as rehabilitation welfare of disabled children and government responsibility, and I also sort out the status of Chinese rehabilitation of disabled children from aspects such as the rehabilitation policies, the number of beneficiaries of children with disabilities, government responsibility, poor and disabled children salvage projects, parents' s cognition of rehabilitation. Secondly, I explored the expressions of the absence of government responsibility from four aspects of the Chinese government direct support for children with disabilities, for families of children with disabilities, for rehabilitation organizations and for community-based rehabilitation. Thirdly, I researched the basic conditions of how the government responsibility parcticed in the disabled children's rehabilitation welfare in British, the US and the Swedish. Finally, I put out some specific suggestions of improving the training mechanism of concept of disabled children's rehabilitation, improving the mechanism of Chinese system and legal safeguard for disabled children's rehabilitation, improving the financial support mechanism of rehabilitation enterprise for China's disabled children and some other aspects by combining with the status of government responsibility of China's disabled children's rehabilitation welfare, the reason of the absence of government responsibility of disabled children's rehabilitation welfare and the advanced experiences of foreign countries.
