Study On Non-traditional Security Cooperation Under The Framework Of The BRICS Mechanism

With the accelerated pace of globalization after the Cold War,non-traditional security issues have emerged and,due to their suddenness,proliferation and other characteristics,are gradually overtaking traditional security issues and becoming a major threat to national security,international security and human security.Today,economic and energy security issues,environmental and public health security issues,and information and Internet security issues are gradually becoming major security issues facing the international community today,and the international community should face these new challenges together.The BRICS countries,consisting of five major emerging economies,are facing threats from various non-traditional security issues while their economic capacity is increasing and developing,which has put forward higher requirements for the BRICS cooperation mechanism.The BRICS mechanism should provide a platform for member countries to promote mutual trust and coordinate common interests,and member countries should cooperate fully in the field of non-traditional security to address the challenges brought by different non-traditional security issues.At present,BRICS countries face challenges in non-traditional security cooperation in terms of insufficient mutual trust among member countries,weak cooperation foundation and severe cooperation environment,which seriously affect the deepening of non-traditional security cooperation process among BRICS member countries.This paper focuses on four aspects: international mechanisms and cooperation,the main non-traditional security issues currently faced by BRICS countries,cooperation among BRICS countries in the field of non-traditional security,challenges in the process of cooperation,and the path to deepen cooperation.The first part focuses on the main non-traditional security threats faced by BRICS countries at present,including issues in the areas of economic and energy security,environmental and public health security,and information and cyber security,starting with the relationship between international mechanisms and cooperation,and discusses the impact of these security issues on BRICS countries.The second part summarizes the cooperation among BRICS countries in non-traditional security areas within the framework of the mechanism,mainly including cooperation among BRICS countries in addressing financial and energy security challenges,global climate change,public health security issues,and cyber information issues,where BRICS countries cooperate fully to create a stable development environment for the development of BRICS countries.The third part elaborates that because the BRICS cooperation mechanism is not perfect,the problems and contradictions of BRICS member countries have not been completely solved within the mechanism,thus the internal factors that damage mutual trust,the interests of cooperation and the institutional basis are not solid in the process of cooperation,etc.Meanwhile,the current BRICS member countries face a severe external environment for non-traditional security cooperation,and analyzes the impact of these challenges on the deepening of non-traditional security cooperation in BRICS countries.The impact of these challenges on the deepening of non-traditional security cooperation among BRICS countries is analyzed.The fourth part proposes a concrete and feasible path to further deepen non-traditional security cooperation among BRICS member countries,and puts forward targeted suggestions and countermeasures in response to the current problems of non-traditional security cooperation among BRICS countries.The first is to strengthen exchanges within BRICS countries and reinforce the basis of their cooperation and mutual trust;the second is to further broaden the scope of cooperation and expand the convergence of common interests;the third is to establish and improve security cooperation platforms in various fields,while promoting the BRICS institutionalization process;and the fourth is to promote the common development of member countries and enhance their ability to withstand external risks.At present,the new crown epidemic is not yet over,and in today’s time of frequent non-traditional security threats,non-traditional security issues will be a key direction of concern for BRICS countries at the strategic and policy levels.In this situation,deepening non-traditional security cooperation among BRICS countries under the framework of BRICS mechanism provides support for member countries to resist various non-traditional security threats.
