Study On Governance Mechanism Of Urban Smart Transportation Project

In the context of the rapid development of big data and the Internet of Things in recent years,in order to build a "transportation power" construction goal,intelligent transportation project has become a key carrier for the development of China’s transportation industry,which plays an important role in the improvement of national and local transportation level,economic development and improvement of people’s living standards.However,although the construction of intelligent transportation projects in various places is in full swing,the actual operation effect is not ideal.Through the literature review and actual case analysis,this paper finds that there are several problems in the implementation and operation of intelligent transportation projects.First,it is difficult for government departments to coordinate,and the phenomenon of "passing the buck" is easy to occur.Due to the disclosure of private information,the public is hesitant in deciding whether to participate in the project.Based on the hypothesis of "economic man" and bounded rationality,the operator may take opportunistic actions to harm the interests of government departments and the public.After briefly sorting out the theoretical basis of project governance theory,stakeholder theory,transaction cost theory,principal-agent theory and game theory,the stakeholders of intelligent transportation project are identified,the interest demands of key stakeholders are analyzed,and the network relationship is established.Complete intelligent traffic project governance mechanism after factor analysis,to the design of governance mechanism and model building,the governance structure from the external governance and internal governance,project contract management and relationship management several perspective,the core content of management for internal relationship management,and establish the construction stage and operation stage game model,in accordance with the construction of intelligent traffic project governance mechanism.Governance framework of paper at the end,according to the paper,from the external and internal,contract and relationship governance level,through the xx city of Heilongjiang province traffic project actual cases confirmed wisdom transport project governance mechanism and the rationality of the theory of conceptual framework and from the external governance,the government department between government and enterprises,between government and the public,and get conclusion from the multiple angles and enlightenment,of course,according to the structural contingency theory,there is no optimal governance mechanism,lead to different development level in different areas of the management difficulty different,different areas of the public quality of transportation cause of intelligence traffic project acceptance and participation is different,This paper only starts with a static project governance framework,and specific projects need to be analyzed in combination with the specific local conditions.In addition,the evaluation system of governance mechanism and so on are the problems and tests for the following research on project governance theory.
