| Foreign policy is the course of action formulated by a country according to its own interests,comprehensive national strength,foreign strategic objectives and the international environment in which it is located.With the continuous communication between countries,foreign policy can be said to be one of the most important links in the national development strategy.As one of the most important bilateral relations in Europe,the development and trend of the relationship between Germany and Russia deserve our attention.From 2005 to 2021,during the four terms when German Chancellor Angela Merkel came to power,there happened to be only one rotation of the head of state in Russia.The change of the two heads of state was not frequent or even relatively stable,which is of great help for us to study the foreign policy of Russia during the four terms of Merkel’s office.This paper will sort out the changes and causes of the relationship between Germany and Russia after Merkel took office.Taking history as a mirror,it can be seen that the ups and downs will be slightly helpful for the judgment and evaluation of the relations between Germany and Russia in the future.The first chapter is the summary and refinement of the full text,mainly including the literature review and the general idea of writing.The second chapter mainly gives a relatively systematic definition and interpretation of the German Russian relationship,and sorts out the nature and structure of the bilateral relationship.This kind of interdependence affects the world politics and the behavior between countries,and the behavior of the government also affects the mode of interdependence between the two.Germany and Russia can be described as "drinking with you in a golden cup,not sparing each other in a sword",but it is very difficult for the words of interdependence to coexist with the symbols of national security.The third chapter is to further explain the content of the first chapter,using the two major turning points of German Russian relations during Merkel’s term to analyze the relations between the two countries and Merkel’s foreign policy towards Russia.These two cases involve two important areas of security and economy respectively.Ukraine crisis can be said to be the first case of using relatively large-scale force to solve geopolitical problems after the end of World War II.Minsk agreement is a practical diplomatic achievement of the European Union led by Germany,and also its efforts to maintain and reshape geopolitical stability.The "Nord Stream 2" is the embodiment of energy dependence between Germany and Russia.The third country that can not be bypassed is the United States.This chapter focuses on analyzing and summarizing the facts.The fourth chapter is the reasons that affect the Merkel Government’s decision-making towards Russia,which can be roughly divided into three parts.The first is its own factor as a leader;Second,Germany’s diplomatic efforts and expectations at home and abroad after the European debt crisis in 2009;the third is from the system level analysis,as the Atlantic community of Germany and the United States and many other parties to the game brought about by the impact and so on.The conclusion makes a simple summary and evaluation of Merkel’s policy towards Russia during her term of office.It is mainly the foresight of Merkel’s successor and Germany’s future foreign policy towards Russia and the whole after she announced her "double withdrawal". |
