Under the background of deepening the reform of "deregulation,management and service",the reform of administrative examination and approval system is gradually deepening.The reform of administrative examination and approval system can improve people’s satisfaction and sense of acquisition,enhance administrative efficiency,and rapidly promote the modernization of government governance.In the process of the reform of the administrative examination and approval system,some innovative reform explorations combined with the actual situation of various places are constantly emerging.Among them,Zhejiang Province’s "run at most once",Jiangsu Province’s "do not meet for approval" and Guangdong Province’s "one door,one network" reform have become the policy benchmark attracting people’s attention,and become the policy learning template recommended by other places,including the central government.Policy learning helps the government to reduce the cost of trial and error,avoid detours,and constantly deepen the reform of the local administrative examination and approval system,which is an important path to improve the governance ability of local government and the modernization of the governance system.Therefore,in the process of reforming the administrative examination and approval system,Shandong Province should learn from the policy practice of other provinces,such as Zhejiang Province,deeply promote the local reform,improve the policy efficiency,and become a representative policy pattern of policy learning.Based on the policy network theory,learning organization theory and holistic governance theory,this paper analyzes the logic,process pattern and practical effect of "running well at one time" reform policy learning in Shandong Province,taking Zhejiang Province as the policy benchmark,On the basis of exploring the existing problems and analyzing the reasons,this paper puts forward some countermeasures and suggestions to optimize the policy learning of administrative examination and approval system reform.It is found that the reform of "running well at one time" in Shandong Province constructs the necessity and feasibility of policy learning from the aspects of problem logic,system logic and policy logic,and forms a specific policy learning pattern in the aspects of reform concept,implementation path and policy tools through the integrated and decentralized learning path.The policy learning of the reform of administrative examination and approval system in Shandong province promotes the reproduction of policies and the improvement of social governance efficiency,but there are also some problems,such as the weak initiative of policy learning,the single method of policy learning,the imperfect mechanism of policy learning and the heterogeneity of policy learning.Based on the analysis of the constraints of traditional management concepts,the differences of government learning ability,the limitations of the fragmentation of departmental interests,and the lack of technical support,this paper thinks that we should strengthen the vision of policy learning,improve the mechanism of policy learning,and strengthen the organizational guarantee of policy learning to promote the optimization and improvement of policy learning in the reform of administrative examination and approval system.
