| The construction of emergency management capacity in grassroots communities is a key way to promote the modernization of my country’s governance capacity.Facing the constant emergence of frequent,diversified and complicated emergencies,the focus on form,the neglect of capacity training,and the lack of pertinence and other different issues reflect the insufficiency of my country’s grassroots emergency management capabilities.Therefore,how urban communities can efficiently and scientifically respond to crises in various crises is a problem that needs to be solved urgently by the grassroots government.In this regard,the grassroots government should combine the current emergency management mechanism to continuously explore the improvement of emergency management capabilities.However,the current academic community’s research on community emergency management mainly starts with the construction of emergency management mechanisms and systems,and there is a lack of targeted discussions at the grassroots level,especially at the micro level of urban communities.At the same time,the theoretical aspect focuses on the integration of governance theory into grassroots emergency management research,which has a certain unity.Therefore,through the empirical analysis of the H community in Jilin City,this article uses the questionnaire method,interview method and case study method,combined with the reduction phase,preparation phase,response phase and recovery phase of the 4R crisis management model to analyze the current risk management and control in urban communities The problems and causes faced in the four stages of ability,emergency preparedness,emergency response and after-care assistance capabilities,from the aspects of prevention awareness,pre-plan mechanism,drill methods,response and publicity,and after-care and comfort,put forward countermeasures and respond to urban communities.Improve management capabilities to enrich the theoretical and practical foundations of emergency management at the grassroots level.Starting from the national level,through the study of grassroots emergency management capabilities,the government is encouraged to correctly grasp the development direction of grassroots emergency management,formulate appropriate development strategies and decision-making deployments,and promote the improvement of national governance capabilities.Starting from the level of the grassroots government,through the empirical analysis of cases,we can find common problems of the lack of emergency management capabilities at the grassroots level,and then solve the current problems of grassroots government emergency management at this stage,innovate emergency management ideas,and provide effective reference for emergency management in other communities.For reference,improve the emergency management system of the grassroots community and improve the governance capabilities of the grassroots government.Starting from the level of the masses,to a certain extent,enhance the awareness of emergency prevention of the Chinese people,and promote the improvement of national governance capabilities on the side. |
