Natural disasters, accidents disasters, public security, public health events of all kinds of public emergency occurred frequently, which seriously threaten people’s normal production and life. These public emergencies also block the stability and development of the society. At the same time, these also cause social panic, the public person’s casualties, property loss and the social stagnation. Community autonomy organization at the basic level, which as the occurrence of public emergency scene and direct hazard-affected body, is playing a more and more important role in public emergency management. The emergency management capability of community is directly related to the role of emergency management and operational efficiency.This article refers to the existing theory achievement and constructs assessment Evaluation index system of emergency management capabilities,which is based on the community level.This article introduces the analytic hierarchy process(AHP), grey evaluation method, Delphi method and other methods and selects the Northern of Jiayuguan road community as the research object. Its emergency management ability is the comprehensive evaluation and structure evaluation results.The performance evaluation conclusions are on the basis of a detailed analysis of evaluation data.The data points out that the community in the emergency management ability construction has a lot of problems. The article seeks for the restricting factors, puts forward the strategies and countermeasures of how to strengthening the community emergency management ability construction. Its also points out that we should set up community emergency management system,strengthen crisis monitoring a dearly warning and response function. Do further strengthen to improve emergency management team construction in community and attach much importance to the aspects, such as the emergency management performance evaluations. With all these methods can promote the ability of the community emergency management and the construction of security community.
