| Since the reform and opening up in 1978,China’s economy has been developing rapidly.With the development of economy as the source and the reform of registered residence system as the driving force,the city’s urbanization speed has been markedly accelerated.With the expansion of urban scope,the gradual expansion of population scale and the increase of infrastructure,cities not only provide people with convenience and comfortable living environment,but also hide crisis.Cities are developing,contradictions are accumulating,and crises are gradually accumulating.Such as: 03 years of SARS virus incident,08 years of Wenchuan and 17 years Jiuzhaigou earthquake,network platform drops and cargo Lala incidents in recent years.Coupled with the impact of the international environment,China has gradually entered the period of risk society.The prevention and governance of public crisis,the improvement of emergency management ability and the improvement of mechanism have become the top priority of urban governance.Central Yunnan Urban Agglomeration is an important gateway to South and Southeast Asia and the East-West intersection of international channels.City city group in China is an one part of the "one belt,one road" policy from the policy point of view.It is the intersection area of the Yangtze River economic belt from the economic perspective.In the strategic perspective,it belongs to the "two horizontal three vertical" strategic pattern of urbanization,and its unique location makes it an important city in the western region of China.In October 2009,the central Yunnan Urban Agglomeration initiative proposed that the urban agglomeration has entered the fast lane of urban development,the urbanization rate has increased rapidly with an average annual rate of 1.54 percentage points,the infrastructure construction has increased,and the comprehensive transportation network has initially taken shape.Its main form of new urbanization has become the characteristics and important carrier of the modernization of the whole province.With the increase of urban GDP,the enhancement of agglomeration effect and increasingly frequent external communication,it is increasingly urgent to improve the ability of emergency management.With the process of urban expansion and development,the emergency management mechanism of urban agglomeration in Central Yunnan is becoming more and more difficult to meet the development needs,the city’s own mechanism needs to be improved,and the inter city coordination mechanism needs to be improved,which is in the stage of updating and perfecting the old and new mechanisms.The challenge of emergency management of urban agglomeration in Central Yunnan is arduous.The development of emergency management of local governments in China,and defines the needs of social development process for emergency management ability.After expounding the background of emergency management,this paper analyzes the current situation of emergency management of urban agglomeration in Central Yunnan,understands the current situation and achievements,and uses analytic hierarchy process to evaluate the emergency management ability of urban agglomeration in Central Yunnan.On the basis of clarifying the necessity,current situation and emergency capacity of emergency management of central Yunnan Urban Agglomeration,this paper analyzes optimization of emergency management mechanism of central Yunnan Urban Agglomeration in combination with the actual working conditions,in order to improve the emergency management capacity of central Yunnan Urban Agglomeration. |
