| In 2013,China put forward the "One Belt And One Road" cooperation initiative to connect with other countries through connectivity and achieve common development.Since the 18th CPC National Congress,neighborhood diplomacy has entered a new period.Myanmar is one of China’s important neighbors in Southeast Asia.In 2017,China proposed to build the China-Myanmar Economic Corridor with Myanmar under the framework of "One Belt And One Road".As a new type of actors participating in international affairs under the guidance of the central government,subnational governments have gradually step up the stage of international exchanges in recent years.Due to its advantages in geographical location,Yunnan Province participates in the construction of China-Myanmar Economic Corridor under the guidance of the central government and is playing an increasingly important role.This thesis firstly sorts out the relevant theories of sub-national government’s about foreign participation,selects some regional cooperation previously participated by China’s sub-national government for analysis,and discusses the characteristics of sub-national government’s participation in foreign exchanges.Secondly,it analyzes the background of the proposed China-Myanmar Economic Corridor,the 12 aspects of the specific planning of the Corridor and the achievements achieved in the current construction of the Corridor.Thirdly,it analyzes the four driving forces of Yunnan’s participation in the construction of China-Myanmar Economic Corridor and the role Yunnan plays in the construction of China-Myanmar Economic Corridor.Finally,it analyzes that Yunnan has made great achievements in the process of participating in the construction of China-Myanmar Economic Corridor,but it also faces a series of challenges such as its own resource shortage,political instability in Myanmar,and countries outside the region.Based on Yunnan Province,this paper puts forward some suggestions for Yunnan’s participation in the China-Myanmar Economic Corridor from the perspective of the sub-national government.Through the research and analysis of this thesis,it is concluded that Yunnan’s participation in the China-Myanmar Economic Corridor is facing unprecedented historical opportunities,and has sufficient motivation to participate:the demand of the sub-national government’s economic development,its own status and the demand of cultural exchanges,as well as Myanmar’s emphasis on economic development in recent years.In the construction of China-Myanmar Economic Corridor,Yunnan Province plays the role of implementing the central policy,communicating with domestic and foreign countries and striving for local interests.In the context of building community with a shared future for mankind,Yunnan actively acts under the guidance of the central policy,Yunnan has actively participated in the construction of the China-Myanmar Economic Corridor and promoted the concrete implementation of the new concept of China’s neighborhood diplomacy. |
