The Practical Difficulties And Optimal Paths Of Grid Management Mode In Grassroots Society

Since the beginning of the application of grid management mode to the field of urban management in Dongcheng District,Beijing in 2004,the characteristics of refined,accountable,scientific and efficient grid management have attracted attention from all parties.This paper reviews the whole process of "grid management" to "grid governance" in the past ten years,and analyzes the conditions for the generation of grid social management mode and the internal logic of transformation to governance mode.Based on this,this article takes Cixi City,Zhejiang Province as an empirical case,and comprehensively analyzes its practical activities in advancing the grid-based social governance model,and analyzes the changes and backgrounds of each node in the entire process from budding to gradual improvement.This analysis,while affirming the value of innovation and development results,focuses on the analysis of some development dilemmas encountered by this model in recent years,such as the grid’s increasingly administrative gimmick,the generalization of grid affairs,the deviation of governance objectives,and the inversion of responsibility and power..These shortcomings are common problems faced by many cities that carry out grid-based social governance.The analysis believes that although these problems are caused by the conflicts between the new and the old systems,the selective implementation of the grassroots grid management institutions,and the indifference of public participation in the public society,behind each reason there is a relationship between the inertial expansion of administrative power and the autonomy of the grassroots village community.The shadow of tension.Therefore,it is necessary to further integrate top-level planning with the transformation of grass-roots government functions from the top level,strengthen the self-improvement and repositioning of the party’s political and political subjects in the grid-based governance model,and strengthen linkage governance and matter access authority,promote legal protection,and strengthen Grid member team building measures complete the protection of grid social governance mechanism,and actively seek social consensus,strengthen the joint participation of the public and social organizations,etc.,so as to truly realize the transformation from grid management to grid governance,and to promote the construction of a social governance system based on collaboration and broad participation in China.
