A Study On The Implementation Process Of Employment Stabilization Policy In Baotou

Employment is the greatest livelihood of the people.The Central Economic Work Conference put stable employment at the top of "six stability",indicating that employment is the "top priority" for economic development.Employment is the logical starting point and ultimate goal of all economic activities and the foundation of people's livelihood.Because only employment brings wage income can let the people have income,can drive consumption,pull the economy,so the employment is an important task of all parties.In order to achieve the goal of "stable employment",we must focus on structural employment pressure,pay attention to key areas and key groups,and improve the pertinence of policies.In view of the new situation of structural changes in employment in China,we should not only give high priority to stabilizing employment,do a good job in monitoring,warning and responding to the employment situation,but also pay attention to the employment pressure in key areas,key industries and key groups,we will improve policy tools that give priority to employment and increase the pertinence and effectiveness of our policies.By studying a series of "stable employment" policies in Baotou under the employment priority strategy,this paper focuses on the interpretation of Baotou's current policies on promoting employment and their characteristics.This paper investigates and studies the problems and causes in the implementation of Baotou's employment policy,and analyzes the problems in the implementation of employment policy by using the process model of public policy,and select the representative domestic and foreign countries and cities of Employment Policy Comparative Study,for the existing problems in the feasibility of the proposed recommendations to provide reference.Finally,through the combination of international experience and local practice,try to make and implement more targeted,more active employment policy to provide recommendations.
