In October 2015,the communique of the Fifth Plenary Session of the 18 th CPC Central Committee proposed a universal two children policy that would allow a couple to have two children.However,in recent years since the introduction of the comprehensive two children policy statistics show that it has not fundamentally changed the issue of the birth rate promotion,but on the contrary there has been an overall downward trend.Digging into its underlying group psychological factors,it is that the group anxiety of the domestic women on “can born but not afford”.Therefore,in the implementation of the new deal,that how to protect female rights and interests,especially employment rights and interests,has become an urgent problem to be solved in today’s society.In terms of theoretical significance,to study the issue of female employment security from the perspective of the special function of social insurance will be helpful to enrich the theoretical research on the security of female rights and interests in China,and it also plays an important role in enriching the theory of socialist harmony.In terms of practical significance,the research on female employment security is helpful to keep female market economy status equal to men,and thus to improve female fertility desire.This paper uses the methods of comprehensive literature research,historical-comparative study,investigation,quantitative analysis and so on.Firstly,through introducing the background,significance and methods of this study,the value of this study is explained.And combing the relevant research at home and abroad will expand the thinking for further promoting the issue of female employment security.Secondly,explain the concept,function and connotation of the social insurance system,as well as the requirements of the universal two-child policy on female employment security,and specify the direction of improving employment security for women through in combination with the Rational Choice Theory for Marginal Children,Becker’s Economic Theory of Reproduction and the Social Security Theory.And further points out the importance of protecting female employment rights and interests through improving the social insurance system at this stage through the deep analysis of the impact of the comprehensive two-child policy on female employment security.Thirdly,investigate taking Fuzhou as an example,and deeply analyse the current problems in the social insurance system in Fuzhou and the causes of the problems.Finally,put forward the corresponding countermeasures and suggestions from the government,enterprises,society and other aspects,in allusion of the above analysis of the factors affecting the security of female employment,and Build a feasible pattern of social insurance system for China’s female employment security.In a word,on the basis of theoretical research and practical practice at abroad and home,this paper excavates the deep-seated obstacles behind the security of female employment in China.And this paper analyzes the factors that influence the social insurance system of our country to protect the security of female employment from the aspects of government,enterprise,family,society and social insurance system.This paper also introduces the idea of “multilateral governance”,and innovatively proposes a social insurance system to protect female employment effectively in order to balance the interests of all the participants and seek the optimal path for ensuring female employment in our state at this stage.
