Youth employment is a common concern of governments including China.Youth groups are the most important part of the labor market.The flexibility and effectiveness of the labor market are closely related to the employment rate of the youth groups.The development and improvement of the European labor employment policy has always been in the forefront of the world.Among them,the United Kingdom,Germany,Sweden,and Denmark(hereinafter referred to as the four EU countries)represented by different labor policies have rich experience in developing labor employment policies,the employment rate of these four countries is among the highest in the world.In the social development process of the four EU countries during the past ten years,the youth employment rate has increased year by year,to explore the reasons for the rising employment rate of the four countries,to analyze their youth employment policies,the formulation of China ' s youth employment policy,and the improvement on youth employment rate would have important guiding significance.This paper first reviews the development stages of the labor employment policy of the four EU countries,and classifies and summarizes the employment policies of the four countries according to the characteristics of the policy.Secondly,it sorts out the contents of the youth employment policies of the four EU countries,and summarizes its policy characteristics: a sound youth employment law system,a youth employment skills training and guidance system,huge financial support,guaranteeing the employment rights of disadvantaged youth groups,and encouraging youth entrepreneurship.And use some data and tables to introduce the status of youth employment in the four EU countries.At the same time,the youth employment rate of the four EU countries in 2008-2016 and the relevant factors affecting the employment policy were selected.The panel data regression analysis method was used to analyze the factors affecting the youth employment rate of the four EU countries,and the influence degree of each factor.The empirical results show that the severity of the employment protection policy is negatively correlated with the youth employment rate.The government's fiscal expenditure increases the unemployment protection ratio,which will havea positive impact on the youth employment rate.The proportion of youth education expenditure to government expenditure and the youth education or training ratio increase.It will promote the improvement of youth employment rate and the impact of various factors on youth employment rate under different time and city conditions.On this basis,the following conclusions are drawn: the youth employment rate is closely related to the flexibility of employment policy,government financial input,youth education and training;different countries,different political and economic backgrounds,and employment policies formulated by time will also Affect the development of employment rates.Finally,the author puts forward suggestions on perfecting China's youth employment policy based on the empirical results: paying attention to the flexibility and practicability of the policy;attaching importance to the basic education and vocational education of the youth;ensuring the government's annual financial investment;strengthening the training,improving the employment service system,and encouraging Self-employment.
