Study On The Evaluation Of Legal Environment Of Business In Heilongjiang Province

The purpose of the study on the evaluation of the legal environment of business in Heilongjiang Province is to establish a set of evaluation index system for the legal environment of business,so that it can evaluate the legal environment of business of Heilongjiang Province.In addition,it can find out the problems existing in the legal environment of business in Heilongjiang Province,and analyze the root causes of these problems.On this basis,put forward suggestions for optimizing the legal environment of business in Heilongjiang Province.Finally,it would provide basis for the implementation of the legal environment of the regulations of Heilongjiang Province on optimizing business environment.According to the definition of legal environment of business,the evaluation index system is set up from four aspects: scientific legislation,strict law enforcement,fair justice,and market participants' law abiding,and the concrete indexes representing the four aspects are calculated.Due to the different influence of each index of the legal environment of business,entropy weight method is selected as an objective method to distribute weight of each index.On this basis,TOPSIS method is used to calculate the comprehensive score of legal environment of business of 21 regions in China from 2013 to 2017,and the comprehensive score of Heilongjiang is included,which reflect the legal environment of business of Heilongjiang Province.The research results are divided into two parts.One is the research on the weights of various observation indicators.The order of the indicators that affect the construction of legal environment of business are scientific legislation,market participants' law abiding,strict law enforcement and fair justice.Scientific legislation is the foundation of the construction of legal environment of business.Market participants' law abiding is the final reflection of legal environment of business.Strict law enforcement and fair justice are the important guarantee for the construction of legal environment of business.The more strict the law enforcement,the higher the market participants' law abiding.Secondly,the research on the comprehensive scores of each region shows that Heilongjiang ranks 14 th in the comprehensive scores of 21 regions,which is at a backward level.Through in-depth analysis of the construction of legal environment of business of Heilongjiang,there are insufficient legislative quantity and legislative content Problems such as unscientific,low efficiency of law enforcement by administrative organs,and market participants' violation of market rules.The root causes of these problems are that the market participants' awareness of legal environment needs to be further strengthened,the specific operation rules of laws and regulations need to be further improved,and the individual acts of inaction have a systematic impact.Therefore,the key to scientific legislation lies in the government's awareness of serve the people,the governmentshould establish a standardized database of evaluation indicators of the legal environment of business,strengthen the maintenance and management of the government's credibility,and improve the legislative quality.The key to strict law enforcement lies in process management,the administrative law enforcement agencies should be supervised in advance,in the process and after the event.The key to fair justice lies in high efficiency and transparency,enhance the transparency of judicial trial to promote judicial justice,promote the automation of judicial process to improve judicial efficiency.The key to market participants' law abiding lies in supervision,the government should do a good job in publicity of legal environment of business and set up mutual supervision of market participants to optimize the legal environment of business in Heilongjiang.
