Research On Problems And Countermeasures In The Construction Of Legalized Business Environment In Heilongjiang Province

With the rapid development of socialist market economy,the business environment has become particularly important.The Party Central Committee also takes optimizing the business environment as an important political task of Party committees and governments at all levels.At present,all provinces across the country have launched various measures to facilitate enterprises and the people to promote the high-quality development of the business environment.A fair and healthy business environment is the cornerstone for stimulating the competitiveness of various market players and promoting sustainable economic growth,while the rule of law provides a solid and long-term guarantee for the business environment.Heilongjiang Province,as an important energy producing area and an old industrial base in Northeast China,has a slow economic development in recent years.The reason is closely related to the imperfect construction of the legal business environment.Based on this,building a perfect legal business environment and standardizing the development order of market economy are of great significance to promote the economic development of Heilongjiang Province.Taking Heilongjiang Province as the starting point,this paper focuses on the analysis of the importance of strengthening the legalization of the business environment to my country's economic and social development.Through the analysis of a series of top-level design strategies and relevant judicial safeguard measures proposed for the construction of the rule of law in the business environment of Heilongjiang Province,as well as the ranking of the construction results of the rule of law business environment in Heilongjiang Province in the national provinces and cities,explore the rule of law in Heilongjiang Province.There are problems existing in the business environment,and it is believed that the current construction of the legalized business environment in Heilongjiang Province has the government to serve the market economy.The role of judicial protection of business environment is not obvious;The market environment governance of legalized business is relatively backward;Legal business environment and lack of professionalism of talents.The main reason is that the main body of enterprises and administrative law enforcement have insufficient understanding of legalized business;The foundation of market economy in Heilongjiang Province is weak and the driving force is insufficient;The construction of laws and regulations and institutional mechanisms is not perfect;The imperfect supervision and assessment of the legalized business environment are caused by a combination of reasons.In view of the problems and deep-seated reasons behind the legalized business environment in Heilongjiang Province,this paper focuses on adjusting the transformation of government functions and improve the government's ability to provide public services to the rule of law business environment;strengthen and improve the construction of laws and regulations and systems and mechanisms related to law;Give full play to the role of justice in protecting the business environment;Strengthen the supervision of legalized business and promote the construction of openness of government affairs;Strengthen legal publicity and education and create a good legal environment;This paper puts forward corresponding countermeasures from six aspects: internal training and external introduction,strengthening the training of professional legal talents and business talents,providing some suggestions on the construction of a legalized business environment in Heilongjiang Province.
