Research On Mass Mobilization Mechanism In Village Governance

Rural community is the most common and basic component in the social governance system of our country.Rural community governance is the cornerstone of grass-roots social governance,and "micro governance" is a new topic and research direction of rural community governance.For micro affairs governance,micro public events in community governance seem trivial and small,but closely related to the interests and daily life of the villagers.From a small point of view,micro governance in the community starts with specific affairs,guides villagers to correctly deal with the relationship between freedom and order,private rights and public rights,and forms a conscious identity of community common interests and overall interests.However,there are many problems in the practice of micro governance,such as the imperfect mechanism construction,so it is urgent to optimize the micro governance mode and mechanism of rural communities.This paper further explores the historical evolution and problems in the development of micro governance.It combs out the logic chain of "micro governance" in rural communities from three dimensions: suspension of grass-roots mass self-government organizations,heterotopic supply and demand of public services and operation of informal system.It constructs the analysis framework of "micro governance" in rural communities from the perspective of good governance,and puts forward the mechanism optimization The path to which it is related.Thus,it can help to realize the goal of "effective governance" of rural revitalization,and promote the modernization of rural community governance system and governance capacity.This paper selects three typical villages in Zhejiang Province(Ninghai Xiafan village,Xinchang Dong village and Suichang Yingcun village)as the research object,and compares and analyzes the resources,development and mechanism of the three villages,summarizes the relevant experience of "micro governance",further promotes the improvement and development of the micro governance mechanism,thus enriching the practical experience of rural community governance.After research,the author summarizes the following conclusions: first,good governance in rural communities is a positive interactive process,and the best form of governance is to achieve "good governance".Second,the main body of "micro governance" in rural communities is becoming more and more diversified.The party,social organizations,communities and villagers should work together to solve the problem of low efficiency and poor effect of community governance.Third,we should actively optimize the "micro governance" mechanism of rural communities in the direction of pre empowerment,in-process participation and post supervision,so as to explore a more appropriate path and model for the realization of good governance of rural communities and take a good road of good governance of rural areas with Chinese characteristics.The author thinks that it is necessary to build a beautiful landscape of "micro governance" in rural communities based on the specific reality of the village and local conditions.
