Research On The Practice Of "Micro-Governance" In Urban Communities From The Perspective Of Multiple Participation

With the deepening development of reform and opening up and the continuous advancement of social governance modernization,the traditional way of social governance dominated by government management is no longer suitable for the requirements of social governance modernization.In order to promote the modernization of social governance in China,the government began to change the concept of social governance from traditional management to social governance.In the report of the Nineteenth National Congress of the CPC,it is clearly pointed out that we should strengthen the construction of community governance system,push the focus of social governance down to the grassroots level,give full play to the role of social organizations,and realize the benign interaction between government governance and social regulation,and residents' autonomy.Therefore,in order to promote the innovation of the model of social governance,the Ministry of Civil Affairs issued on January 15,2013 a document entitled "Opinions on Strengthening the Work of the National Innovative Experimental Zone of Community Management and Services"(Minfa [2013] No.13),requesting the experimental zone to focus on exploring innovative models to improve the level of community governance,enhance the function of community autonomy,and promote the interaction between "community,community organization,social workers" three associations.In addition to the government purchasing service system,giving full play to the role of community social organizations,guiding other social organizations and professional social workers to enter the community and improving the level of community governance,relevant government departments have issued policy documents on strengthening grass-roots social voluntary services and government purchasing professional social group services,aiming at promoting the modernization of grass-roots community governance and carrying out governance models.Innovation of style.Haidian District of Beijing,as the third batch of experimental areas selected for the innovation of community management and service in China,takes ZZY Street as an example,purchases services from professional social work service institutions,innovates the "micro-governance" model of community,and actively explores the ways of grass-roots community governance.At the same time,the modernization of social governance provides opportunities for the growth and development of professional social organizations.Professional social organizations need to seize the opportunity and actively participate in the practice of community governance at the grass-roots level.While ensuring the sound development of organizations,they should accumulate corresponding practical experience and promote the localization of professional social work in light of the actual situation of our society.Under the above background,this study uses qualitative research method and takes three pilot communities of ZZY Street in Haidian District of Beijing as the research object.Through sorting out relevant process materials and interviewing professional social workers in depth,it obtains first-hand information.Starting from the concrete practice process and effect of community micro-governance practice,it summarizes practical experience and aims at the problems encountered in the practice process.Put forward relevant suggestions.The study finds that,first of all,professional social work service institutions have participated in the community micro-governance practice and established the mechanism of political and social cooperation relying on the mechanism of government purchasing projects;secondly,the community micro-governance practice needs multiple participation,and professional social work service institutions have realized community residents and community residence by carrying out micro-services and micro-deliberations.Thirdly,professional social work service organizations have flexibly used micro-services and micro-deliberations to cultivate community residents' self-service organizations,solve the problem of community micro-environment,and accumulate experience related to community micro-governance practice.Finally,this paper raises the problems encountered in the process of community micro-governance practice.At the same time,it puts forward corresponding suggestions on three levels of guarantee mechanism,namely,policy,fund and practical experience.
