Research On Safety Government Supervision Of Harbin Express Industry

As an important part of the modern service industry,the express delivery industry is a leading industry in promoting the transformation of distribution modes and the upgrading of consumption.It plays an important role in stabilizing growth and improving people’s lives.In recent years,with the continuous development of China’s express delivery industry,the state and society are also constantly paying attention to the safety issues about the express delivery industry.In 2017,Li Huide,the executive vice president of China Express Association,pointed out that in the context of the rapid growth of China’s express industry and the heavy task of transformation and upgrading,public security should be tightened,and the security of the express industry should be strictly controlled through the combination of congestion,strong supervision and strong enterprises.In 2018,Premier Li Keqiang signed an order of the State Council and promulgated the Provisional Regulations on Express Delivery.The State Council clearly pointed out that the purpose of the regulation was to promote the healthy development of the express delivery industry and ensure the safety of express delivery.The National Fourteenth Five-Year Plan of 2021 clearly points out that it is necessary to comprehensively improve the public safety guarantee capacity,improve and implement the work safety responsibility system,and strengthen work safety supervision and law enforcement.In the national issued a series of policies and measures to ensure the safety of the express industry under the background,Harbin City Government actively cooperate,but safety problems still occur.Therefore,it is particularly urgent to study the safety government supervision of Harbin express industry.This paper uses literature research method,investigation analysis method,comparative analysis method and other methods,with government regulation theory,seamless regulation theory,responsive regulation theory as theoretical support,sort out and summarize the government safety supervision status of Harbin express industry.Through the study,it is found that although Harbin has made some achievements in the process of safety supervision of express industry,there are still problems such as weak operability of supervision laws and regulations,mismatching of supervision team and supervision demand,single and backward safety supervision means,and low degree of participation of social forces in safety supervision.Through the analysis of the above problems,it is found that the causes of these problems are the lack of attention by government agencies,the construction of safety supervision team lags behind the development speed of the industry,the limitations of the supervision departments themselves and the imperfect social supervision and participation mechanism.Drawing on foreign experience,America’s multi-agency regulatory agencies have joined forces,Britain’s laws have tightened industry safety,and Russia’s postal security bureau has been set up.By drawing lessons from domestic experience,Tianjin has used information technology to improve the efficiency of supervision,Dalian in Liaoning Province has played the leading role of news media publicity,and Shijiazhuang in Hebei Province has established and improved the credit system of express delivery industry,take inspiration from these experiences.On this basis,the paper puts forward countermeasures from four aspects:establishing and perfecting government supervision laws and regulations,optimizing the construction of safety supervision team of express delivery industry,enriching government supervision methods,and building a new situation of multi-party cooperative supervision.
