A Study On The Path Of Leading The Construction Of Rural Civilization By The Party Construction At The Grassroots Level

As an important part of Rural Revitalization and one of the objectives of rural modernization,the construction effect of rural civilization directly affects the implementation of Rural Revitalization Strategy.The strategy of Rural Revitalization is an important decision-making and deployment of the party.It is an important instruction of the party to strengthen the construction of rural grass-roots party organizations and promote the construction of the party to promote the Rural Revitalization.The construction of rural civilization is the guarantee of rural revitalization,which also needs the guidance of Party construction and the leading role of grass-roots party organizations.The essence of rural civilization is to talk about the construction of rural spiritual civilization,which embodies the continuous development of rural material and cultural construction and the continuous civilization of farmers' Ideological and behavioral,and strive to build a new rural atmosphere and farmers' spiritual outlook.The focus of this study is that the grass-roots party construction leads the rural civilization.Based on the current situation of the grass-roots party construction leading the rural civilization in Jindong District,this study analyzes how the grass-roots party construction leads the rural civilization,summarizes the ways of the grass-roots party construction leading the rural civilization,and explores the path of the grass-roots party construction leading the rural civilization.This study takes Jindong District as a case,combined with interviews and fieldsurveys,summarizes the basic ways of grass-roots party building leading the construction of rural civilization: ideological guidance,organizational guidance,system guidance and position guidance.With the help of socialist core values publicity and education,rural grass-roots party organizations carry out ideological guidance to the villagers;unite the women's Federation to gather the party and mass forces to carry out the construction of rural civilization,and play the role of organization guidance;improve the village rules and regulations to strengthen the binding force and execution of the system,and regulate the villagers' behavior;rely on the cultural auditorium to play a leading role in the position enrich the cultural life of villagers.Through the way of ideological guidance,organizational guidance,system guidance and position guidance,the grass-roots party construction has made some achievements in leading the construction of rural civilization,which are mainly manifested in: the gradual change of villagers' ideology;the gradual cultivation of villagers' civilized behavior norms;the significant effect of rural residential environment governance;the improvement of rural social ethos has achieved remarkable results.However,the research results also show that there are still some problems in grass-roots party building leading the construction of rural civilization,mainly as follows:the results of grass-roots party building leading the construction of rural civilization are different,the progress of rural civilization construction is unbalanced;the sustainable development of rural civilization construction is insufficient,relying on the promotion of external forces,the lack of long-term mechanism to promote the construction of rural wind civilization;the main role of villagers is not fully played,and the traditional ideas and customs restrict the play of the main role of villagers.Through the interviews with Party members,cadres and villagers,it is found that the differences between villages,the ability of leaders,villagers' ideology and so on affect the effectiveness of rural grass-roots party organizations in leading the construction of rural civilization,and affect the construction process of rural civilization.Accordingly,this study also puts forward the corresponding countermeasures: strengthen the ideological guidance to create a strong atmosphere for the construction of rural civilization,firmly change the ideological concepts of villagers,play agood role of villagers;strengthen the construction of the team of leaders to enhance the leadership of the construction of rural civilization,play the role of leaders;establish a long-term mechanism to promote the construction of rural civilization to strengthen the system guidance and strengthen the system guarantee.
