In recent years,with the social and economic development,China's urbanization process continues to advance,a large number of rural surplus labor and urban low-income people have joined the ranks of mobile vendors,the business activities of urban mobile vendors have brought traffic congestion,Environmental sanitation and other negative impacts,the difficulty of urban management has become increasingly greater.Because of deep social historical and practical reasons,the governance of mobile vendors is a universal dilemma facing urban governance today.This article takes the current status of the management of mobile street vendors in N city as the research object,based on the literature analysis method,comparative research method,and interview survey method.From three perspectives of city managers,mobile street vendors,and the public,the group characteristics of mobile street vendors,The current status of existence and social impact were analyzed,the dilemma of the governance of mobile vendors in N city was analyzed,and the root causes and external causes were explored.By studying the governance experience of mobile vendors at home and abroad,the mobility of N city was proposed Countermeasure for street vendors.Research shows that the existence of mobile vendors has certain rationality.At present,when the urban management department of N city governs mobile vendors,the law enforcement procedures are not standardized,the public does not recognize the urban management high,and the importance and rationality of the existence of mobile vendors are ignored.The reasons for the difficulties in the governance of mobile vendors can be explored from both internal and external factors.In terms of internal factors: one is the bias of the urban governance concept;the second is the obstacles of the relevant systems.In terms of external factors: first,the system of urban management law enforcement is imperfect and the legal status is unclear;second,the problem of urban management law enforcement;third,the lack of rules of law enforcement procedures;and fourth,the illegal phenomena and weak supervision in urban management law enforcement.Abroad,Tokyo,Japan has specific laws and regulations governing mobile street vendors;Singapore has not only established a street vendor center,but also implemented a foul scoring system and stall grading system;India recognizes the legal status of street vendors and allows them to be placed outside the prohibited areasStall.Through comparative analysis of foreign regions,it provides a useful reference for the management of mobile street vendors in N city.In China,the mobile street vendor community in Wuhan has "one-shot" record governance;the operation governance of mobile vendor companies in Wenzhou;Beijing is people-oriented,and governance from the source has also played an enlightening role in the governance of mobile street vendors in N city.Through learning and drawing on the advanced experience and methods of mobile street vendor governance at home and abroad,in the comparison and analysis to find a mobile street vendor governance model suitable for Chinese characteristics,using good governance theory and new public management theory,closely combining the practice of N city mobile street vendor governance local countermeasures.Transforming the government's governance philosophy,improve the level of social public services,and protect people's livelihood;establish and improve laws and regulations to provide protection for the legalization of mobile street vendors;improve urban management law enforcement methods and methods;strengthen street vendors' own education;I hope to innovate the management ideas of mobile vendors and build a long-term mechanism for scientific,legal and standardized governance of mobile vendors in N city.
