Research On The Improvement Of Social Governance Capacity Of Sub-district Offices

The 19th National Congress of the Communist Party of China(CPC)proposed to strengthen and innovate social governance,enhance social governance capacity,and construct the modernization of social governance system.As the key link of urban governance,the sub district office in China is the ultimate "feeler" of participating in the grass-roots social governance,with diverse responsibilities,heavy tasks and complex problems.Under the background of the new era,promoting the modernization of China’s social governance capacity and governance system puts forward higher requirements for the grass-roots government.The improvement of social governance ability of sub district offices is of great significance to strengthen and innovate social governance and promote the modernization of the whole social governance system.Taking r sub district office as an example,this paper makes an empirical analysis on the current situation and problems of social governance ability of sub district offices in China by using the methods of literature research,case interview and questionnaire survey,and makes an in-depth analysis on the causes of the problems.On this basis,combined with the advanced experience at home and abroad,this paper puts forward relevant suggestions for the key problems of improving the governance ability of sub district offices Countermeasures and suggestions.At present,the street has played a role in improving the governance efficiency and service quality of the street office through a series of measures,such as institutional reform,assessment system reform,optimization of business environment and establishment of grid management system.However,the actual problems in the streets have not changed in a series of measures,which also restricts the further improvement of the social governance ability of the street office,The empirical research finds that the following outstanding problems exist in the current improvement of social governance capacity of street offices: lack of horizontal coordination ability,problems cannot be solved effectively;insufficient ability of mobilizing social participation in governance;insufficient risk identification and response ability;low level of refined grid governance;and intelligent innovation and governance capacity need to be improved.In view of the problems found,the paper analyzes the causes of restricting governance ability through five aspects: asymmetric power responsibility relationship,function deviation;unreasonable assessment mechanism,busy work and no action;unreasonable organization setting and staffing;difficult promotion of personnel,high mobility of street cadres;abuse of "territorial / grid management" and accountability mechanism.Finally,combined with the new requirements for the social governance ability of the street office under the new era background,the countermeasures and suggestions are as follows:building the grass-roots governance system;improving the efficiency of governance services;forming a joint effort of multiple governance;solving problems around the masses;leading the party building to lead the innovation of governance.
