Investigation And Research On The Implementation Of "Wisdom Correction" In The Pilot Area Of B City

Since the 18 th National Congress of the Communist Party of China,the construction of judicial and administrative informatization has become an important part of comprehensively deepening the reform of judicial and administrative system.As an important part of the current judicial and administrative system reform,promoting the transformation from community correction to "wisdom correction" is an important measure to promote the high-quality development of correction and social harmony and stability.Under the guidance of the Ministry of justice’s idea of "digital rule of law and smart justice",the Department of justice of Shandong Province has deepened the reform of correction process and innovated working methods.On the basis of summing up a large number of experience and practices in community correction,it has printed and issued the pilot implementation plan of "wisdom correction".According to the pilot scheme,26 districts and counties are selected as the pilot units to promote the implementation of "wisdom correction".Taking the pilot district of B city,one of the 26 pilot districts and counties,as the research object,after obtaining the first-hand information through investigation,interview and other methods,through analysis and research,it is found that although the pilot district of B city has achieved certain results through preliminary exploration,the supervision efficiency has been significantly improved,individual correction has been effectively implemented,and collaborative governance has achieved initial results.However,there are still many problems in the actual work,such as the unified supervision and command platform has not been established,the lack of a unified data sharing mechanism,the low degree of social participation,the lack of professional talent resources,and the lack of technical and financial support.The main reasons are as follows: lack of unified construction standards,information barriers between departments,solidified management concepts,insufficient attention and so on.On this basis,according to the new requirements of "wisdom correction" pilot work,under the guidance of collaborative governance theory,new public management theory and government process transformation theory,this paper explores and puts forward the optimization scheme of "wisdom correction" in the pilot area of city B: to build an integrated platform;smooth data sharing channels;change the management concept,strengthen the cultivation of social forces;to promote the in-depth development of "wisdom correction",we should take measures such as raising awareness,strengthening all-round guarantee and so on.
