The Current Situation,problems And Countermeasures Of Urban Poverty Alleviation Policy In Hukou County Of Jiangxi Province

Poverty relief for the urban poor is the only way to promote social and economic development and improve people’s living standards.Poverty alleviation is different from targeted poverty alleviation,mainly to solve the problem of poverty alleviation of urban poor people.Therefore,this paper selects a typical area,describes the implementation status and problems of urban poverty alleviation policy through Smith process model and the theoretical basis of inclusive development,analyzes the causes of the problems,and puts forward suggestions for policy improvement,so as to provide reference for the urban poverty alleviation policy To provide theoretical guidance and suggestions for the effective implementation of the policy.Based on the first-hand data obtained from the interviews with the urban poor people,this paper focuses on the analysis of individual cases,trying to find out some common problems in the implementation of Urban Poverty Alleviation Policies,and puts forward some suggestions for improvement through the analysis of the causes of the problems.This paper focuses on "the current situation,problems and Countermeasures of urban poverty alleviation policy in Hukou County,Jiangxi Province".Its frame structure and main contents are as follows:Chapter one,introduction.From the research background and significance,research review at home and abroad,the content and method of this study,this paper explains the related issues of this paper;the second chapter,the concept definition and theoretical basis;mainly defines the following concepts:poverty,poverty alleviation and policy implementation;as well as the following theoretical basis:inclusive development,Smith process model summary and principle analysis;the third chapter,Jiangxi Province Hukou county urban poverty alleviation policy implementation status analysis,including poverty alleviation background and specific measures,poverty alleviation policy implementation analysis and interview content and analysis;the fourth chapter,Hukou County,Jiangxi Province,poverty alleviation policy problems and reasons for analysis.The existing problems include that the content of policy implementation is not comprehensive enough,the level of policy implementation is slightly low,the guidance of target groups needs to be strengthened,and the limitation of policy environment has shortcomings.The problem analysis mainly includes the limitations of the poverty alleviation policy,the lack of effective linkage of the executive agencies,the constraints of the target groups and the impact of the complex policy implementation environment;the fifth chapter puts forward countermeasures and suggestions,mainly including improving the operability and implementation of the policy,improving the efficiency of policy implementation,improving the adaptability of the policy target groups and optimizing the promotion of poverty alleviation The implementation environment of the poverty relief policy.The innovation intention of this paper is mainly manifested in two aspects:(1)on the basis of focusing on the urban poor people,this paper tentatively expounds the problems existing in the urban poverty alleviation work and analyzes the reasons;(2)taking the urban poverty alleviation policy of Hukou County in Jiangxi Province as a sample,on the basis of analyzing the problems existing in the urban poverty alleviation policy and the reasons,this paper puts forward some suggestions To improve and perfect the urban poverty alleviation policy.
