In the context of the reform of the national and local tax collection and management system,to build an efficient and unified tax collection and management system,it is inseparable from a team of high-quality tax cadres.As a grassroots taxation unit,the taxation system of R County has suffered serious loss of civil servants in recent years,and has shown some common characteristics in terms of the subjects and types of loss.This leads to an imbalance in the structure of the cadre team in the taxation system of R County,a decline in organizational cohesion,and an increase in training costs,which is not conducive to improving taxation efficiency.In order to improve this situation,this paper,based on the research results related to talent loss at home and abroad,takes the tax system of R County as the research object to study the reasons for the loss of civil servants in the tax system of R County.First,analyze the basic situation of the taxation system in County R and the status and impact of the loss of civil servants through the summary and sorting of the collected data;Secondly,based on the PriceMueller talent loss model,we designed interviews and questionnaires for incumbents and leavers,conducted an in-depth investigation and analysis of the reasons for the loss of civil servants in the R County tax system,and concluded that the main reasons that the loss of civil servants in the R County tax system are summarized into three aspects: social factors,organizational factors,and individual factors.Finally,based on the above research results,combined with the actual situation of the R County tax system,a plan to deal with the loss of civil servants in the R County tax system is designed:One is to improve the level of salary and benefits;the second is to broaden promotion channels;the third is to optimize the training mechanism;the fourth is to do a good job in stress management;the fifth is to improve the assessment and rewards and punishment mechanism;the sixth is to establish a good organizational culture;the seventh is to establish a dynamic management mechanism for the loss of civil servants.At the same time,in order to ensure the effective implementation of the plan,the paper proposes a safeguard system from four aspects: ideological understanding,operation management,capital investment,and personnel technology to ensure the implementation effect of the plan,so as to achieve the purpose of reducing the loss of civil servants in the R County tax system.
