Deepening reform of the national supervision system is an important plan for implementing the guiding principles of the 19 th CPC National Congress and improving the oversight system of the Party and the state.It is also an important reform for modernizing the country’s governance system and governance capacity.According to the unified deployment of the national supervision system reform,H City in Guangdong Province has completed the establishment and operation of the supervision commission for more than three years.Although phased results have been achieved,some problems have also been exposed in the operation of the supervision system,which needs to be continuously improved by relevant departments.Based on the H city in Guangdong province and supervision organization and the staff as the research object and sample,in a fair theory,human capital theory,the supervision of the successive leadership of the communist party of China collective thought theory theory to the research of this thesis,using interview method,comparative analysis,literature research methods,such as supervisory system in H city through analyzing the problems existing in the operation.By referring to the relevant literature of supervision system operation at home and abroad through the developed Internet,this paper summarizes and draws on theresearch results of predecessors,expounds the concepts of supervision,system and supervision system,analyzes on the differences between administrative supervision and national supervision.Supervisory system operation status and effects of H city are introduced,put forward the problems existing in the operation of H city supervisory system,the supervision of the team have different professional quality,related to personnel and differences at the same level of organization,etc.,etc.,and the reasons of the problems existing in the analysis: the candidates in the lack of pertinence,security administration route constraint is obvious;The construction of compensation and welfare supporting system is lacking,and the guarantee of financial funds is not sufficient.Science and technology anti-corruption awareness is not in place,leading to the lack of information technology sector construction.At the same time,through the analysis of the advanced practices in the operation of the Ombudsman of the Swedish Parliament,the Corruption Investigation Bureau of Singapore and the ICAC of the Hong Kong Special Administrative Region,we draw on their useful experience.On this basis,this paper puts forward the following countermeasures and suggestions: relying on the construction of the supervisor system,improve the professional level of the supervision team;To formulate and introduce a compensation and welfare system to solve the problem of unequal remuneration at the same level for reform personnel;We will further improve organizational structures and give full play to the role of science and technology in combating corruption.The aim is to constantly improve the supervision system,better play the role of the supervisory Commission in punishing corruption,better forge a professional and efficient supervision team,and provide an important guarantee for H city to build a first-class city in China.
