| The open recruitment system of public institutions is established with the deepening of personnel system reform of public institutions,which not only provides fair competition opportunities for job seekers,but also strengthens the social service ability of public institutions.However,compared with the relatively perfect civil service examination system,public institutions open recruitment system is still in the research stage,there are many deficiencies to be improved.Especially in recent years,the open recruitment of public institutions has become the focus of public concern,recruitment process of any problems are likely to cause social doubt and speculation.This paper takes the open recruitment of S Provincial Public Institutions(hereinafter referred to as "provincial public institutions")as the object of study.Based on John Rawls’ s theory of justice and Iceberg model,this paper expounds the system and evolution process of open recruitment in public institutions by defining the basic concepts of institutions and the reform of personnel system in public institutions.By means of statistical analysis,this paper sums up the basic situation of open recruitment in S provincial public institutions in recent three years,analyzes the structural levels of new recruits in public institutions,and provides the basis for perfecting the open recruitment mechanism.Through questionnaire survey,it is concluded that the managers and examinees of public institutions are generally satisfied with the open recruitment policy of S provincial public institutions,but there are still some problems such as unscientific recruitment process and unreasonable post setting.Through in-depth interview,the Personnel Department of institutions in recent years to participate in the recruitment of staff interviews,the recruitment test questions in the system is still to be optimized.Through case analysis,this paper sorts out the outstanding problems in the open recruitment of S provincial public institutions,which mainly include the policy to be improved and the multi-supervision to be strengthened.In the light of these problems existing in the open recruitment of institutions directly under S province,the causes of these problems are thoroughly analyzed,the main reasons are that the supporting system of recruitment needs to be improved,the analysis of post information system needs to be improved,the way of talent evaluation needs to be optimized,the motive force of linkage supervision mechanism needs to be improved,and the efficiency evaluation system of system needs to be improved.Finally,the paper studies and demonstrates the countermeasures to further improve the open recruitment mechanism of S provincial public institutions,and puts forward four suggestions,mainly is consummates the public institution open recruitment system system,the perfect post information analysis mechanism,the improvement examination inspection mechanism,consummates the clean government risk prevention and control mechanism,strengthens the post-employment management mechanism and so on. |
