Since the reform and opening up 40 years ago,the focus of our government's function has already changed from political domination and class struggle to economic construction and social management,vigorously promoting the construction of a service-oriented government,and the main social contradictions have also changed into the contradiction between the people's growing material and cultural needs and backward social production.The Central Committee of the Communist Party of China has made overall plans at a high level,taken various measures together,and focused on promoting the four comprehensive reform.The dividends have gradually been released to all aspects of social development,such as education,science and technology,culture,medical treatment,health,social construction and urban management.In this context,a group of high-quality,young staff of institutions is bound to become an important guarantee to accelerate social development,service and improve people's livelihood,and maintain social harmony and stability.On January 1,2006,the Ministry of Personnel and Social Affairs deliberated and promulgated the Provisional Regulations on Public Recruitment of Public Institutions.The purpose is to realize the scientization,institutionalization and standardization of personnel management in public institutions,standardize the recruitment behavior of public institutions,and improve the quality of public institution staff.However,public recruitment of public institutions is based on geographical differences.The recruitment work has not yet formed a set of perfect mechanism.Therefore,it is of great significance to study the risks and Countermeasures in the open recruitment of public institutions to meet the work needs of public institutions,improve the personnel structure of public institutions,and improve the service efficiency of public institutions.On the basis of consulting a large number of literatures,this paper begins with the definition and concept of business units,studies and grasps the reform process of institutional awareness system and the basic system and process of public recruitment of public institutions,and studies the human resource management system of non-profit organizations at home and abroad,and similar systems abroad.Then,taking the open recruitment of public institutions in Changchun Economic and Technological Development Zone as an example,it analyzes the problems that should be learned and paid attention to in the open recruitment of public institutions;finally,it expounds the risks existing in the open recruitment of public institutions and puts forward the feasibility.It is suggested that we should put forward our own views for the early recruitment of public institutions and institutionalization of recruitment.
