Public institution is a unique organization in China is established under the planned economy system, and government, enterprise, NGO and other organizations have the essential difference. With the establishment and development of market economic system, as the old cadre management system as a part of the old institutions recruitment mechanism, gradually highlighted the ills of the information is not open, the program is not reasonable, the regulation is not in place etc. Born under the background of new institutions open recruitment mechanism is a great innovation of personnel system in institutions, marks the comprehensive reform of institutions into the deep water area. 2005, where the first trial the Shizhu County open recruitment mechanism; in 2006, China formally established institutions open recruitment mechanism; since 2006, the open recruitment mechanism has made great strides in development. Since the implementation of the open recruitment mechanism, overcomes the disadvantages of the old recruitment mechanism, and achieved fruitful results, have received from the applicant, with wide acclaim units and society.In this paper, through the analysis of the implementation process, the reform of personnel system in institutions in recent years in Shizhu County, found that many causes of the reform of the personnel system in Shizhu County institution effect is not distinct from the county, such as unified pattern of recruitment, recruitment of mutual constraints contradiction reflects the decentralization mode is not reasonable, under asymmetric information of both sides of supply and demand choice single way, open recruitment policy rules do not have good implementation, technical support means has yet to achieve the overall coordination, local link supervision operation efficiency shortcomings, and on this basis, combined with the actual situation in Shizhu County, from the sound of personnel system in institutions, improve the mechanism of deep open recruitment system design subsystem, high standard construction of open recruitment mechanism technical support subsystem, targeted to improve the open recruitment mechanism operation monitoring subsystem and so on 4 aspects to propose the push of Shizhu County in the reform of personnel system of institutions, improve the effect of the reform and the countermeasures. Hope this research can help the development of the open recruitment mechanism of Shizhu County and the city and national institutions personnel.
