Personnel recruitment of Public institutions is a necessary part of reform, but also the specific policy of promoting classification of the personnel system reform "in our country's current and long-term personnel plan. It doesn't only relate to the quality of personnel and the fair employment system, but also overcome the existence of unpublicty, process opacity, and helps to optimize human resources and institutions."Interim Provisions of public recruitment in Institutions " as the cause of the personnel system of the "entry" system, in the implementation of five years, not only for the construction of high-quality personnel and institutions provides an important guarantee, but also helps to put the personnel work into the righteousness and justice. But relatively civil service entrance examinations of institutions open recruitment system started late, lack of experience, we should pay attention to learn the advanced experience, and actively explore effective measures to continuously improve the institutions supporting open recruitment system, open recruitment of personnel assessment technology to optimize and promote open recruitment system for scientific and truly "for the use of the move, but with merit, people post fits in "purposes.This paper introduced the development process of public recruitment system of institutions. Based on the analysis, this paper is focusing on institution status of implementation of an open recruitment system. The current implementation of public recruitment and employment mechanism is still not perfect,and policies and regulations are not scientific,it's lack of scientific evaluation of technical methods, supervision and constraint mechanism.Learn from the advanced experience and practice of the civil service examination of some maturity, it made a public institution to promote a fair and reasonable recruitment strategies and ideas, sought to promote the cause of the personnel management policies and regulations supporting institution building, and developing recruitment plans and optimize open recruitment measurement technology, innovative recruitment form, establish and improve the supervision and restraint punishment system and the establishment of evaluation feedback system and other aspects of reform, public institutions to further improve our recruitment system.
