Research On Multi-center Governance Of Z Community In Gaoming District Of Foshan City

At the third Plenary Session of the 18 th CPC Central Committee,"Promoting the modernization of national governance system and governance capacity" was proposed to "build a new social pattern of joint contribution,Shared governance and Shared benefits",and "strengthening the construction of community governance system and pushing the focus of community governance to the grass-roots level" became important guidelines and policies for national governance.With the development of China's economy and society,community multi-center governance has become an inevitable choice to promote the modernization of national governance system and governance capacity.Therefore,research on community multi-center governance has strong practical significance.Based on governance,community governance and cooperative governance,public management theory as the theoretical basis,using the research methods of literature research,case study method,brillant district,foshan city,with Z community as the research object,to the community of polycentric governance situation and existing problems of basis of facts,from community party organization,government,the residents' committees,five to participate in the governance of industry authority and enterprise from the Angle of the subject of analysis of the causes of the problem,and attempt to find ways to crack trouble,polycentric governance in order to improve the community to provide some ideas.In particular,is based on community party organization,government,the residents' committees,five to participate in the governance of industry authority and enterprise from the Angle of the subject of surrounding tease out five governance status quo of the current Z community polycentric governance,namely the dominant community party organizations continue to play,the government and residents' committees workburden,industry authority and other new residents autonomous organization from scratch,enterprises gradually to participate in community governance,etc.;And combined with the status quo,analysis of the community polycentric governance problems and reasons,finally put forward to strengthen the community party building leading role,strengthening the government leading role,strengthen the power of the residents' committees as the largest residents autonomous organization,strengthen industry authority and other new residents autonomous organization,enhance service ability and so on five big crack the way community polycentric governance,promoting the participation main body for effective collaborative governance,reasonable demand to effectively respond to each other,and finally reached the target of building a harmonious community.Through the study of Z community multi-center governance,the author believes that to improve the level of community multi-center governance,each participating subject of governance should clarify their role positioning,focus on a common goal,maximize their advantages in governance,and achieve harmonious governance.
