Research On The Problems Of Yinzhou District, Tieling City’s Community Governance Under The Perspective Of Polycentric Governance

The Third Plenary Session of the 18th Central Committee of the Communist Party of China develop the original "Innovation of social management" to’lnnovation of social governance", It proposes take the people’s interests as the starting point and goal of all the work, promote social harmonious development, improve the level of social governance, and ensure that the people live and work in peace, social stability and order.The community is the most basic and direct way for people to participate the social life, the community is the most gross-roots organizations in society, it has the direct way to contact with the people, it reflects people’s living state and all aspects of the requirements at first time. For the "Innovation of social governance" which put forward from The Third Plenary Session of the 18th Central Committee of the Communist Party of China, Community as the most grass-roots organizations play an important role. With the rapid developing of society and economy, the demand of people shows diverse and multi-level trends, especially in the aspect of spiritual demand. It requires that the community is not only to meet the demand of people’s life, provide a good environment, maintain peace and stability of the community, but also requires to create an excellent cultural environment for the community residents, the existing community management mode has been unable to meet people’s demand for the growing of material and spiritual aspects. At present the community staff is not stable, the community autonomy organization can not get a good development, the residents participation level is lower, these problems are growing prominence, which restrict the development of the community, the application of polycentric governance should become the preference of urban community governance.In this thesis, according to the status of Yinzhou District, Tieling City’s community development, Combining with the field investigation, get real and effective data to explore the achievements and the existing problems of Yinzhou District, Tieling City. Although in recent years Yinzhou District made great achievements in urban community governance, it still has the problem of incomplete community infrastructure construction, information feedback mechanism, lack of funds and so on. This thesis use rank test inspect survey data, according to the result of rank test, the residents had statistical significance in community infrastructure satisfaction, then add five resident projects, using two classification logistic regression analysis the survey data, and come to a conclusion that the main group cause the low satisfaction of community infrastructure is residents living time. The problem of Yinzhou District. Tieling City urban community also represent many small and medium-sized cities’urban community problems in our country. This thesis devote to analysis these problems and the cause of the problems, combine with Yinzhou District, Tieling City’s new change and new development in urban community at present, reference the rational factor of the experience of domestic and overseas urban community governance, suggest that Yinzhou District, Tieling City should adopt polycentric governance pattern, and put forward some suggestions to implement this pattern.This thesis selects polycentric governance theory as its core theory, with the diversification of demand for public services, community governance is no longer unchanging patterns which only by government provide public service. From conception point of view, community governance is no longer only dominated by the government, but claims polycentric governance, and put forward participation by diversified parties in community governance. Seeks to take full advantage of participating in government, social organization, Non-government Organization, and residents, to achieve a common purpose of good governance.First of all, this thesis describes the background and significance of the topic. Summary the innovations of this thesis. By combing the relevant domestic and overseas literature to find deficiencies of previous studies and development trend of the future issues. Then, take Yinzhou District, Tieling City urban community as the example to introduce the basic situation and main problems of community governance. At last, summarize the experience of domestic and overseas urban community governance, in order to conceive Tieling City urban community pattern from a new point of view and provide reference for China urban community. Trying to build a polycentric mode that the government continues to display the leading role, pay attention to the development of various governance parties, and all community members participating in community governance.
