A Study On The Autonomy Of Urban Community Residents In China

The direct participation of urban residents in community autonomy is a necessary means for the government to achieve effective social governance,and also a manifestation of citizens' participation in state affairs and social public affairs.Urban community governance is an important topic of the Chinese government,and the emphasis on democracy at the grass-roots level is the urban community autonomy.To understand the current status of community governance and the existing problems,it is necessary to understand the cognition and attitude of city community autonomy of residents in our country,to find out the influencing factors,so as to formulate the relevant system,to provide reference for decision-making for the party and the government.The research on the autonomous behavior of Chinese urban residents not only contributes to the improvement and development of the theory of community governance,but also provides a theoretical reference for policy making.With China's economic and social reform,and constantly promote the political democratization and social diversity,the city community has been evident,and in social governance and resident management plays an increasingly important role.However,from the point of view of urban community construction and management,the problem of autonomy is not strong,and governance and management mode are single.In this context,the thesis takes the case of Tieling city in Liaoning Province as a typical case to study the autonomy of urban community residents.From the community,community construction and community autonomy management concept,based on literature review,combing and discusses the history of the evolution of city community autonomy and community residents committee development;at the same time,through the questionnaire survey,the city of Tieling has conducted a survey of community residents autonomy.The research results show that community residents committee is not in a core position in the grassroots community autonomy,the autonomy of management activities are still restricted and influenced from higher levels of government departments,the community management system,community is still hard to get out of intervention and leading government departments,the function and role of community committees unable to play out.According to the research results,combining the Tieling city of Liaoning province's Community Residents Autonomy,discusses the manifestation and cause of community autonomy management problems found that city community residents' autonomous management exists in the community autonomous management of the grass-roots public participation consciousness is not strong,community autonomy mode and the "unit person" to "community" change is difficult,and the grass-roots government is insufficient to promote community autonomy management's confidence and determination and other issues,the reason is mainly acceptance management system of city community autonomy,community autonomy and backward management mechanism is not perfect,autonomous consciousness,community autonomy,community wide channel funds is low and the serious lack of.To solve these problems,this thesis puts forward a series of measures to strengthen the management of city community autonomy:one is the choice of the community organizations and community neighborhood committee organization,should ensure that the community party organization leadership,straighten out the relationship between the street and the community,improve the self-management ability of the community;two is in the system,we should further establish perfect the democratic electoral system,perfecting the community participation mechanism and good residents autonomous management system;three is the training in community autonomy management consciousness,should continue to strengthen the residents to participate in community autonomy awareness training and guidance,establish a typical community leaders focus on cultivating the residents' autonomy.
