With the rapid development of social economy and the improvement of people’s living standards,people’s spiritual and cultural needs are increasing.Our country also pays more and more attention to the construction of public culture.As an important part of the public cultural service system,the cultural voluntary service of public libraries plays an important role in the process of constructing the modern public cultural service system.Recruitment of volunteers in libraries can not only reduce the expenditure of libraries,but also relieve the pressure of inadequate services and poor service quality caused by the lack of librarians,which also makes the relationship between libraries,readers and communities more closely.Volunteer service mechanism has been introduced into libraries in China for a long time,but compared with foreign countries,Hong Kong,Macao and Taiwan,the volunteer service system and management of Libraries in the Mainland are still in the early stage of development.The traditional operation mode and recruitment management mode of Library Volunteers in our country can not meet the development needs.The library volunteer service undertaking in the period of rapid development can draw lessons from the more mature American public libraries with volunteer system.Therefore,drawing on the recruitment policy of American public libraries to construct our voluntary recruitment system,and studying the impact of the recruitment policy on the willingness of our volunteer applicants to serve has become the focus of this study.This thesis takes the volunteer applicants under the influence of the recruitment policy as the research object,and analyses the influencing factors of the public library recruitment policy on the volunteer applicants’ service willingness.By using the interactive-stimulusresponse model and the method of empirical analysis,this thesis studies the four dimensions of the influence of the four main policy factors of the public library recruitment policy on the volunteer applicants’ service willingness.And the final decision-making is studied,and the reliability,validity and structural model are tested by SPSS software through empirical analysis,which is expected to provide suggestions for the construction of volunteer services in public libraries in China.Specific research contents are as follows:1.To sort out the relevant theoretical knowledge and research progress of the public library recruitment policy and the research on the influence of volunteer service intention,including the research status of volunteers at home and abroad,the research status of recruitment policy,the motivation and motivation factors of volunteer service.2.By investigating and analyzing the well-developed volunteer recruitment policies of American public libraries,according to the different requirements of volunteer applicants,this thesis classifies and summarizes the different recruitment policies,and draws four representative recruitment policies,which are the factors influencing the volunteer applicants willingness to serve and constitute the influencing factors in the model of volunteer applicants’ willingness to serve in China.3.Based on the analysis of the forming process of volunteer applicant’s willingness to serve,the model of volunteer applicant’s willingness to serve is established by combining the interactive-stimulus-response model,the corresponding hypothesis is put forward according to the existing literature analysis,and the questionnaire is designed and distributed according to the designed items,in order to test whether the more mature recruitment policy of the United States is applicable to the establishment of the volunteer recruitment system in China.4.According to the questionnaire,the reliability and validity of the collected data are tested on SPSS software,and then the structural model is tested.The corresponding conclusions are drawn,and the reasons why the hypothesis is not valid are analyzed according to the results,and the countermeasures and management suggestions are put forward.This study is a useful exploration of the volunteer recruitment system in public libraries,and provides a theoretical reference for the further development of library volunteer service in China.
