The reformation of institutions and personnel system makes the management of staff in institutions more scientific, efficient, reform includes:employment system, salary distribution system, macro management system and personnel supervision system. Under the long-term with planned economy system, institutions have been the same personnel management system as the administrative organs’, mainly adopts new staves from the unified state plan to distribute, organization distribute and employ etc. These ways of choose candidates and employ staves have same defects, such as the field of vision is narrow, lack of competition mechanism, the information is not public, lack of objective criteria, with the employment pressure more and more severe, some institutions gradually revealed violations of regulation. Since China’s policy of reform and openness, with the market economy of socialism, the traditional way to enroll new staves has some problems, such as the emergence of personnel quality is not high, with corruption, work efficiency is not high. People’s life to be related to institutions’ development, and institutions play an important role to satisfy the public demand, to fill vacancies in the market, to avoid government failure, to promote social and economic development, to promote public welfare. In Yunnan province, the number of institutions is26561, which have839512staves in the end of2013. Further improve the open, competitive, selective mechanism that is relate to the talent team of institutions, and has great significance.Through the career experience of13years, the writer use the theory knowledge of public management and scientific analysis method model of policy implementation, using the empirical approach, case analysis, the data collection methods include:field investigation method, interview method, questionnaire method, etc., analyze and research the factors that affect the effective implementation of policy, put forward thinking and countermeasures of improving the policy system, in order to achieve the goal of policy eventually.
