Research On The Construction Of Reform Aged-care At Home Service Network In China

As the acceleration of the aging process,traditional family support and social organization for the aged can no longer meet the ever-growing demand.The change of family structure and the reduction in the number of children weaken the family support. The developing of old-age care institutions lags behind in China which is still on the initial stage of socialism.Meanwhile,lacking of money and affected by traditional notion of filial piety, Chinese senior citizens prefer staying at their familiar neighborhood rather than in institutions for the aged.Community has unique advantages in resource and location.Thus,aged-care at home with community support becomes a feasible way of providing for the aged.As is closely related to people’s life,community has its own unique material and regional advantages.Therefore,home care services in the community is becoming a viable endowment way which is suitable for China’s national conditions.The old-age security system is the basic part of people’s livelihood which attracts much attention and is the key field discussed by researchers.This article tries to establish a perfect home care service net for the old by means of studying the background、the status quo and the problem of home care service in China and learning from typical cases at home and abroad as well. Through the establishment of home care service to provide a better security system for the aged in their twilight years.This essay consists of five chapters:The first chapter is the preface, and the background of home-based care for the aged is discussed initially.High disability rate, empty nest phenomenon, unbalanced regional distribution, significant gap between urban and rural areas all show the severity of the aging problem in China.The Chinese government attaches great importance to it and pays more attention to the function of family and community in order to promote the development of aged-care at home.Secondly,analyses the research significance which contributes to a better quality of elder life, a wider area of employment,a perfect social security system.Then,introduces the research methods and research framework. Literature review and the innovation spot are discussed at last.The second chapter is divided into two parts-current situation and problems of China’s home care services.Compared with family support and aged-care in organization, aged-care at home is superior as a new trend.After a simply summary of the general situation in both urban and rural areas in China,a conclusion comes out that the community is in a low level of development with less service types,the government is not well involved,the service staff are not well trained and all elements are not well integrated.In the third chapter,typical practice of home care services at home and abroad is introduced. Classifying aged-care at home by different elements.Considering the comprehensive of political, economic and cultural influence,two Asian countries-Japan and Singapore are selected to be introduced which give the enlightenment to perfect the legal system,to expand the source of funds and strengthen community function.In the domestic part of home care services,practices in Da Lian,Hang Zhou and Cheng Du are chosen as typical cases.The fourth chapter is proposal to perfect our home care service network system and it is the crux of this dissertation. At first,the government plays different role with the development of home care services to ensure the normalization and sustainability.Next,human resources,financial resources and material resources are all needed to structure home care services network.At last,the aged-care at home network is of expanding necessity.The fifth chapter describes the research limitations and the future research is proposed.Due to the time and energy constraints,the topic is studied from the macroscopic angle.Thus,the essay is theoretical but lack of substantial evidence.The data are incomplete for further analysis.The status quo and problems of home care services are discussed while the cause of it is not dissected.Hope that it could be analysed in the future and solutions would be proposed.
