Research On Multi-Participation In Urban Community Emergency Management

For a long time,China has carried out mass prevention and treatment in the community level,actively explored multiple participation mechanisms,and absorbed social forces to participate in crisis information collection,risk identification and early warning,collaborative response,multi-party comprehensive rescue,etc.The essence of multi subject participation in community emergency management is the coordination and balance of interests among different stakeholders such as government,community,residents,social organizations and market subjects.Only by paying attention to the role,interest appeal and function of multiple subjects can we promote the improvement of community emergency management system and the improvement of grass-roots emergency management ability.This study takes N Street of Zhengzhou City as the research object,combined with public management theory and stakeholder analysis method,from the perspective of stakeholders to explore the improvement of multiple participation mechanism of urban community emergency management.By discussing the characteristics and interests demands of the stakeholders involved in urban community emergency management,this paper puts forward the improvement strategy of multi participation mechanism of community emergency management with multi subject participation.N Street is committed to building a disaster prevention and mitigation service system with "party building leading,grid management,comprehensive coverage and diversified participation",and actively develops and improves the multi participation mechanism of community emergency management.However,it is still affected and restricted by many factors in practice,and there are still some prominent problems in the operation of the multi participation mechanism.In the practice of community emergency management,the top-down administrative management mode still occupies the absolute dominant position,and the multiple participation mechanism still needs to be explored and constructed.From the overall development point of view,N Street Community Emergency Management multi participation is facing the lack of consensus of the main body collaborative management,the lack of effective communication and coordination mechanism,the lack of standardized supervision and management,and the institutional participation policy mechanism is not perfect.The construction of emergency management system is a grand systematic project,and the benign interaction mechanism of multiple subjects is an important subsystem.In view of the current development status of emergency management system,H Street government still needs to play a leading role and actively absorb social forces to participate in the community emergency management.Community emergency management should be committed to the formation of a "government led multi collaborative participation model",and constantly improve the ability of community disaster prevention and mitigation and emergency management level.
