Studies On Multi-governance Model Of Urban Communities In China Based On Modernization Of Grassroots Governance

The community is the basic unit of social governance,and modernization of community governance is the cornerstone of modernization of national governance.Based on the realistic difficulties in community governance and the limitations of community governance model research,this study comprehensively uses theories of governance,social capital,system coordination,etc.,to enrich and develop the concept and connotation of “community's multi-governance”,with the aim of constructing and realizing the multi-governance model of urban communities with Chinese characteristics in the primary stage of socialism.With system analysis and development framework,we first search for the factors and paths that influence choices of community multi-governance model through the grounded theory approach,and use the structural equation to examine the summarized paths.Based on the empirical results,we extract and summarize the community multi-governance model,and then construct the universally applicable realization paths of the communitymulti-governance.In the end,specific policy suggestions are proposed.Institutionalanalysis and development is analyzed through two dimensions,i.e.,community's internal structure variables and external environment factors.Studies find that eight factors work as the fundamental and decisive factors on influencing the choices of the community multi-governance model.Five external environment factors---The rules of community operation,i.e.,the political factor summarized in this study,community attribute,i.e.,the cultural factor,manifesting community's overall recognition of values and norms,and community's natural substance attribute,i.e.,economy,location,infrastructure construction and public services---make an influence on community multi-governance by influencing three community's internal structure factors,which are the organization structure of community governance,community's demographic characteristics,and cultivation of community non-governmental organizations.These eight factors are the fundamental factors that affect the choice of communities multiple governance model.Then the structural equation model is used to test the path of these factors,which provides a theoretical basis for the realization path of community multiple governance.Based on the empirical research,this paper studies and extracts a theoretical model of universal applicability and promotional value,i.e.,“1+N/3PS” for multi-governance of urban communities in China.“1” is a constant that refers to the basic point of the people's self-governance by law under the leadership of the CPC,reflecting the universality of the model;“N” is a variable that specifically refers to the community's influencing factors,multiple subjects and realization paths,reflecting the diversity of the model;“3PS” means that community multi-governance covers three phases of development: multiple subject cultivation,multiple governance,and multiple self-governance,reflecting the developmental nature of the model.As for the specific realization path of the model,12 regular realization paths have been proposed,e.g.,strengthening the party building at the grassroots level,reshaping the role of the neighborhood committee,increasing the construction of integrity and rule of law,and cultivating participation culture,etc.Then,the realization path system of “13712+N” for the multi-governance of urban communities in China has been constructed,which includes 1 basic point,3 phases of development,7 basic compliances,and 12 regular paths;“N” is a variable that refers to the differences in path selection,combination and order among communities.A six-dimensional countermeasure structure has been put forward from the macro level in order to promote the modernization of community-level social governance and the realization of the multi-governance of urban communities in China.The structure has further promoted the integration and interaction of the multi-governance system construction,theoretical research and practical innovation of urban communities in China,which contains reconstructing the governance space,cultivating multiple subjects,promoting fair participation,enriching community culture,accumulating social capital,and improving guarantees of rule of law.
