Research On Legal Ways Of Food Security In China Under The Background Of Rural Rejuvenation

The Nineteenth National Congress pointed out that China has comprehensively promoted the revitalization of rural areas,effectively solved the problems of agriculture,rural areas and farmers,and accelerated the modernization of agriculture and rural areas.This is a major strategic decision made by the party based on the status quo of China’s development and in the crucial period of decisive victory over a well-off society,which has laid the foundation for the future development of the "Three Rural Issues".The general requirements of the rural revitalization strategy are "prosperous industries,ecological livability,rural civilization,effective governance,and a wealthy life",but its fundamental purpose is to ensure China’s food security.This article is based on Xi Jinping’s important food security theory,socialist rule of law with Chinese characteristics,agricultural production theory,and other related theories.To address the current inadequacy of China’s food security legal protection,this article also draws on foreign experience in food security protection.Legal protection of food security has been proposed in three aspects: labor protection and grain subsidy protection.The writing background of this article is set in the context of rural revitalization.The study is divided into five chapters.The first chapter introduces the background and significance of this study,summarizes the theoretical results of food security research at home and abroad,and proposes the main content of this study.The second chapter introduces the concepts and related theoretical basis of food security and rural revitalization,and provides theoretical support for the research of this article.The third chapter discusses the current status and deficiencies of domestic and foreign food security legal protection,explains the international status of food security,introduces the legal security mechanisms of various countries to respond to food security,and provides reference experience for the legal security of food security in China;On the premise of analyzing China’s actual situation,in combination with China’s current food security law,some suggestions are made on the optimization of China’s food security legal approach in the context of rural revitalization.(1)The law promulgated in China clearly states that the red line of cultivated land is agricultural.Bottom line,we must keep the people’s bottom line and legalize it.(2)In the current background of rural rejuvenation in China,it is necessary to provide sufficient human and material resources on food security issues to encourage people who return to their hometown to start their own businesses,thereby increasing people’s awareness and enthusiasm for food production.(3)An in-depth analysis of the impact of agricultural subsidies on food security in terms of funds,and legislation on agricultural subsidies.Chapter V proposes specific measures to ensure the implementation of the law interms of clarifying the responsibilities and obligations of party members and cadres,ensuring the implementation of the law,and improving the reporting system.
