The government plays a vital role in the early warning,relief and recovery of the natural disasters.In recent years,natural disasters,not only brought huge losses to the country and the people,but also seriously affected the social stability and orderly development.In this regard,our government made a positive response,and constantly improve emergency management "one case and three systems",Chinese scholars made many constructive suggestions and countermeasures from different angles of emergency management system,emergency management plan,emergency mangement system,emergency management mechanism,emergency management legal system,emergency management laws.However,these researches put the government out of the hazard-affected body,and stress as a manager,what should the government do to prevent,relieve and rescure the natural disasters,ignore that in the emergency management of natural disaster,the government is not just a manager,first of all,it should be one of the natural disaster hazard-affected body as vulnerability as other hazard-affected bodies.As the main responder to deal with emergency management,the government's vulnerability will accompany the whole process of the emergency services,and then produce the negative effect.In view of this,according to the government's three basic elements:exposure,sensitivity,restoring force,this paper respectively established the index system,selected the evaluation index of each element,determined the weight of indicators based on entropy weight method,and made a comprehensive analysis of the government's vulnerability in natural disaster with AHP,the composite index method,comparative analysis,use the simulation algorithm to make a simulation test for vulnerability assessment of government model.
