Research On The Cultivation Of New Rural Talents From The Perspective Of Rural Revitalization

Under the background of building a well-off society in an all-round way and a powerful socialist country,the implementation of Rural Revitalization Strategy is an important measure to promote rural governance and development,and to help realize the goal of building a moderately prosperous society in an all-round way and building a powerful socialist country.The realization of Rural Revitalization Strategy needs the support of governance talents,and more importantly,local governance talents.Therefore,it is necessary to actively guide and play the role of governance talents such as xinxiangxian,and the key to the effectiveness of xinxiangxian as governance talents lies in how to produce,cultivate and strengthen the team of new rural talents.Based on this,this paper uses the research methods of literature analysis,comparative analysis,historical analysis,investigation and interview,comprehensively demonstrates the importance,necessity and feasibility of the cultivation of new rural sages from three aspects of function,history and reality,and deeply analyzes the problems and reasons faced by the cultivation of new rural talents,and then puts forward the general path of cultivating new rural talents.First of all,this paper expounds the relevant concepts and theoretical basis of xinxiangxian,which is used to support and guide the writing of the following article.Secondly,it analyzes the specific role of the new rural sages in the realization of the five goals of rural revitalization,and explains the importance of the cultivation of new rural sages in line with the realization of Rural Revitalization from the functional perspective.Secondly,it expounds the historical evolution and realistic investigation of the cultivation of Xinxiang sages.Through the historical analysis of the process of the development and change of the rural sages returning to the stage of modern governance,this paper explains the historical basis of the cultivation of the current new rural sages.In the practical investigation,the most successful and representative areas of the current implementation of the project,including Shangyu District in Zhejiang Province,Susong County in Anhui Province and Pinglu District in Shanxi Province,are selected to explain the feasibility of the current implementation of the cultivation project.Thirdly,in order to further understand the Current Rural Revitalization Strategy under the background of the cultivation of new rural sages,questionnaires and interviews were given to villagers and cadres in some areas of Shaanxi Province and Hubei Province,and the difficulties and causes of the difficulties were obtained.The difficulties are as follows: the cognition of the cultivation of new rural sages is not in place,the enthusiasm of the new rural sages to participate in the Rural Revitalization needs to be improved,the role and effect of the new rural sages participating in the Rural Revitalization is difficult to play effectively,and the quality improvement in the cultivation of new rural sages is not sustainable.The main reasons are: the cultural atmosphere is not strong,the policy guidance and incentive are not in place,the organizational construction is not mature and the quality training is not paid attention to.Finally,combined with the reasons and the practice of cultivating new rural sages in the case area,the general path of cultivating new rural sages is obtained.The first is cultural cultivation,creating a cultural atmosphere for the cultivation of new rural sages;the second is policy guidance to optimize the system of cultivating new rural sages;the third is to build nests to provide carrier support for the cultivation of new rural talents;the fourth is to improve the quality of new rural talents,and consolidate the key core of the cultivation of new rural talents.
